THE APPEAL OF SEVASTOPOL INTERNATIONAL CONFERENCE
"ENVIRONMENT & TOURISM - 99"
As representatives of public organizations, scientific institutes, universities, state structures and companies involved in tourism, we appeal to international organizations with our alarm about the future of the Black Sea and about prospects of the development of tourism on its shores.
Now our almost closed sea is the site of intensive navigation, including the transportation of oil by tankers. In many cases the ships which are used on the Black Sea are very old. As a result the number of accidents with sizable oil spills increases, and at the present moment they cause damage to beaches and coastal waters. In these conditions we nave a very unacceptable situation when some transnational and other large corporations and companies receive big benefits, and the people who live on the Black Sea coast suffer social, environmental and economic damages.
The experts of the BSEP (GEF-UN Program) estimated the losses of the Black Sea coastal tourism at 550 million US dollars per year, and the main part of this loss was caused by oil pollution. And now oil pollution increases not only as the result of oil transportation, but as the result of the beginning of oil and gas output near the shores of the Black Sea countries. Tanker transport is to be regarded as a permanent factor of accident and oil pollution threat. But the risk of damage caused by submarine pipelines is much higher. The building of such pipelines has been started near Novorossiysk (Russia) and will pass over a geologically active sea bottom.
This ecological situation inspires great alarm because of the threat it presents to the Black Sea coast tourism and recreation resources. It means that millions of people will be unemployed. It will cause outbreaks of various diseases and other negative effects. And it may even lead to a regional social catastrophe and negatively influence the whole world community.
To prevent this catastrophe it is necessary to take the following immediate steps:
- to establish the control over all the components of oil business by all the sectors of society;
- to make all the sectors of the society aware of how tankers/ oil pipelines/ oil terminals are used as regards the ecological safety;
- to develop methodological systems with a good scientific background for evaluation of environmental and social damages, to create the legislative basis for damage compensation for those who have suffered.
We ask the Commission on Sustainable Development, other UN structures, NGOs, governments of the Black Sea region countries involved in the oil business on the Black Sea and its watershed to draw up plans for actions for solving the above problems.
We are looking forward to the opinions and reaction of all the organizations concerned.
