You have to use Gameshark to get it.

However, she is different from Kentarosu/Tauros since she is a female Pokemon. Mirutanku is one flirtatious Pokemon. If the Pokemon you choose to battle against her is male, she'll try to charm him so he won't attack her. Mirutanku also has a milk potion that enables her to heal herself should her HP get low. Mirutanku isn't much of a fighting Pokémon, even though it has Struggle, a nice move. Its American name may translate to Milk Tank (a play on the size and the farm-town household item the milk tank -- It's very doubtful that this name will be the final American name). What this Pokémon cow is good at is giving milk -- crisp, clean, delicious, healthy milk. Mirutanku produces milk that heals others, so the defensive purpose of having one of these in your Poké Ball is very beneficial.
