Atmospheric Pandemonium continues as Warhead tries to overtake the renegade, computer-controlled Invader aircraft, and Cadabra and Vagabond fight to dismantle the airline hijackers' fiendish plot. In addition, a new 'face' enters the Union as well, but as a new members is added, yet another departs.

As the Face becomes a member of the Union, his tasks are set on a standstill when a desperate heroine calls for aid. Meanwhile, the Patriotess, Eaglet Girl, and the Bulk's alter ego, Richard Stanner try to quell animosity among the media and the mayor after she suspects the Union of outright conspiracy.

A distracted hero is forced to use his hand against the escaping Archer and Hummingbird, and as all hope seems lost, some helping hands arrive just in time.
