Radio Card Location At the Radio Tower in Goldenrod City, one of the the people at the front desk will ask you if you want to take a quiz to win a Radio Card.
The Radio Card allows you to use your PokeGear as a radio.

Easy Level Advancement If you're in need of powering up Pokemon, just camp out in the grass near a PokeCenter with one high level character and your lower end characters. You can then use the strong character to inflict the first hit, and a ton of damage, then switch to the lesser character for the win. They'll split the experience, but it saves you Potions and extra trips to the Center. Once the lower Pokemon are at the same level as the opponents, they can then fight on their own.
Easy Target If you can, try and fight the Kakuna's for easy Exp. Points. For some reason their first move is a defensive spell, which makes them open targets because they can't attack.
Badge Key Zephyr Badge: gives you higher attack power and allows you to use flash.
Hive Badge: Pokemon up to Level 30 will obey you, and you can use Cut outside of battle.
Plain Badge: Can use strength outside of battle, and it boosts your Pokemon's speed.
