The Virus infects the host either by its pure form, which must be though injection, or through another hosts "embryos". It's on its early stages that the host can be saved. The time for the embryo to grow varies from subject to subject. And on the second stage the host's body makes a choice if the embryo will continue or if the body will reject it. If rejection, the embryo, which by this time is pretty big, will burst out of the chest and then make a "middle creation" as I prefer to call it. This middle creation is then able to mass-produce other embryo carriers, like face-huggers, which will then infect someone else and keep on trying to find the right hosts.
The fact is that I've gotten it confirmed from Capcom that it was the G-virus that infected the town, but then I've send one more and then they said that it was the T-virus that infected the town, what am I to believe on?? One proof that it was the G-virus that infected the city is that the zombies over in the mansion took days to be turned into zombies, just go ahead and read the diary's and notes. That would mean that the "old" T-virus infected the Mansion, and that it was the new and improved G-virus that infected Raccoon City. It's a fact that the G-virus is a much stronger version of the T-virus version, it acts faster and is much stronger.
The big difference between them is that the T-virus was airborne and the G-virus must be injected or so on the host. But why doesn't the zombies regenerate when being infected then? Well, maybe if there was a new strain of the G/T-viruses, it would then become airborne and the old T-virus also infected the people in the Mansion so that they became zombies. The thing is that when being infected by any of these viruses and it have been "mutated", then the virus will kill the host, then start reviving him and they become something that can be compared to zombies. That's the way it works when infecting the people in the city, therefor the citizens in Raccoon City became zombies just over a couple of hours. Also another proof on that it could've been a new strain.
But where did the T-virus come from then? If it is a mixed-up version we're talking about. Maybe William had a sample in that containers he was carrying, he had also come up with the T-virus you know, so why shouldn't he have a sample of that one as well. Then when the viruses got mixed down in the sewers the new strain of the G/T-viruses maybe became something airborne (T-version) and something infecting really quick (G-version). And since there was rats down there, they may have taken the new virus strain up to the city, then spreading it by both contact and air. This would explain it all, both the quick zombiefing of the citizens of Raccoon City and the narrator saying T-virus infecting the city. And remember that both Hunk, his team and that last remaining solider up in the closed lab had gas masks on them, and they all made it from being infected or killed, maybe there was a new strain; an airborne one.
Also, the zombies in Resident Evil 2 acts differently than the ones in Resident Evil, another proof that there may be a mutated form of the G/T-viruses that infected the city.
But maybe the remaining dogs, yeah, have you thought about the dogs in the woods and the mountain from the first game? We haven't heard anything about them, maybe they got forgotten in the whole mess with Chris, Jill the survivor and the Umbrella mess. They could've spread the T-virus, therefor some creatures being seen before the accident as many people on board have stated. Maybe they were the "creatures" being seen before the outbreak
As said in Chris's Diary: "August 7th We've been receiving a lot of local reports of strange monsters appearing at random throughout the city. This must be the work of Umbrella." I know that this caused quite a mess over at a board on the net, but no one ever thought about this solution, there may've been dogs that were seen. But then again, when the police report was saying something about the Licker, they didn't mean it to be something from the T-virus, the Lickers was created from the G-virus, and escaped when the Lab got infected and they lost control. Why William got transformed so quickly is because he took a sample of the pure form of the G-virus, not the now mixed one with the T-virus, and he took it straight into his heart, spreading the sample real quickly in his body, therefor the quick reaction.
Why Annette always scream "You killed my husband!!"? Even if she said that the G-virus regenerates cellular functions its still a new version of the T-virus, and works as that it will take the dead/hurted cells of the hosts and rebuild them. But not the regular way, instead it will create its own cells, building a whole new creature. William may have known this, but it was still his only chance to survive, so he took it. But one must wonder if it would it be possible that in small dose to control the G-virus, maybe get it to work as a medicine
This "Mr. X", is not Mr. X, as many people say, I saw that on the board as well, a guy claimed he was created by the T-virus and he had it in his guide. Then I can say that nearly all of the guides is proven wrong, its the game itself that is the right one, and Mr. X doesn't exist in Resident Evil 2. He, or that name, was a left over from Resident Evil: Brokedown (Resident Evil 1.5). The new and true "creature" in Resident Evil 2 is T-00, the new version of the T-002 (Tyrant), but is created by the T-virus. You can get proof from that because this thing only take a fight twice like the T-002 and William get back many times, and would keep coming back if he isn't totally wiped-out. And the film is of a Tyrant, and not the new T-00 version, it's the old T-002 series.
There isn't any picture from T-00 located in Raccoon City since they weren't creating it at the mansion or the lab at Raccoon City, they were created at Umbrella main lab, the lab in Raccoon City hasn't got the equipment to create it. Anyway, the G-virus can be detained and controlled better than the T-Virus, but is Umbrella going to go with it or are they going to try to accomplice something even greater? And maybe they've already done that, when getting the new strain from Raccoon City, or maybe they'll go on and create their new and own version of the T/G-viruses. Maybe mutating both the G-Virus and the T-Virus together, to get something outstanding.
Only time can tell
