Preface
There has never been a set of laws or rules so well-written that all "loopholes" were eliminated. When it is apparent that an individual player, manager, coach, or whole team is basing a protest or defense merely on a minor technical point or loophole, which is contrary to tradition, accepted practice, fair play, or good sportsmanship, the spirit of the rule and the intent of this Rule Book will weigh as heavily as the letter of the law or rule in any decision rendered thereof. To this end, the Commissioner and/or the SSJBA Board may handle any disputes or protests (depending upon the situation), as provided for in these rules.
SSJBA RULES AND REGULATIONS

Introduction
The latest revised edition of Official Baseball Rules supplemented by the following Rule and Regulations shall govern play and conduct of players, team officials, umpires, and spectators in all league games. These rules and regulations have been drawn up in accordance with the purposes and aim of the Association as set forth in its charter, and have as their basis the development and teaching of the elements of good sportsmanship and fair play. As a guide for better baseball, any rule that is not explained in this book will be followed in strict accordance with the American League Rule Book.
Commissioner(s)
The Commissioner(s) shall have final authority to interpret the SSJBA Rules and Regulations and to assess penalties for any infractions by player, team officials and umpires. He is responsible for enforcement of all rules and the accomplishment of penalties for any violations. The Commissioner(s) decision is final and may not, under any circumstances be appealed or reversed. The Commissioner(s) shall maintain records of all business transacted during the term of office which shall be given to the Association President at the close of the season. He is responsible for enforcement of all rules and accomplishments of penalties for any violations when protests or requests for rulings are filed in writing and mailed to SSJBA, P.O. Box 9662, Kansas City, MO 64134.
RULE 1 - CONDUCT
A. Rowdyism, profanity, and gestures of poor sportsmanship by managers, coaches, players, umpires, parents, or spectators will not be tolerated and will be subject to penalties.
B. There shall be no smoking or tobacco chewing in dugouts or on playing fields, nor use of alcoholic beverages on or in the vicinity of the playing fields.
C. No sponsor, parent or spectator will be allowed to enter into any dispute and only one manager and one coach from each team shall be allowed a voice in any dispute. Under no circumstances shall a manager permit any of his players to enter into any dispute.
D. No umpire-baiting by any team member will be allowed.
E. Profanity from any parent or spectator directed toward any player, manager, umpire, team or sponsor is contrary to the aims and purposes of the Association and will not be tolerated.
F. Violations of A, B, C, D, or E above shall result in suspensions of the individual as deemed equitable by the commissioner, but for not less than one (1) league game.
RULE 2 - DIVISION REQUIREMENTS
A. Age Limitations
For the current season, division age requirements shall apply for boys/girls born in the following periods inclusive:
T-Ball -- Must be 6 or less prior to August 1
Midget D -- Must be 8 or less prior to August 1
Midget C -- Must be 10 or less prior to August 1
Midget B -- Must be 12 or less prior to August 1
Midget A -- Must be 14 or less prior to August 1
Junior -- Must be 16 or less prior to August 1
Varsity -- Must be 18 or less prior to August 1
B. Playing Field
-- 1. T-Ball -- Base 60 ft. -- Pitch 40 ft., 6 in.
Midget D -- Base 60 ft. -- Pitch 40 ft., 6 in
Midget C -- Base 65 ft. -- Pitch 45 ft., 6 in
Midget B -- Base 70 ft. -- Pitch 50 ft., 6 in
Midget A -- Base 80 ft. -- Pitch 55 ft., 6 in
Jr, Var -- Base 90 ft. -- Pitch 60 ft., 6 in
-- 2. The pitcher shall pitch at the prescribed distance.
C. Equipment Requirements
-- 1. Playing field equipment shall be of size, shape and construction equivalent to that specified by the Official Baseball Rules. This includes only bases, home plate and pitchers plate and installed to the satisfaction of both managers.
-- 2. All players must be fully uniformed, which includes baseball cap, belted pants and team shirt with number, except T-Ball, Midget D and C, whose uniforms will consist of matching T-shirts with numbers, cap, jeans, trousers, or pants of any solid color (no shorts or cutoffs). All teams shall wear matching uniforms with sleeves (either as part of uniform or as an undershirt with matching colored sleeves). Sleeves shall not contain any graphic that resembles a baseball. If an undershirt is worn, the exposed sleeves shall not be white or any variation of white. All teams shall wear matching team hats. All managers and coaches must wear a baseball cap with team insignia and will be properly dressed. Coaches shorts are allowed to be worn in T-Ball, Midget D or C. Metal spikes are not allowed in T-Ball through A Division. Metal spikes are allowed in Junior Division thru Varsity.
-- 3. A full-use batting helmet that covers the top and back of the head and side of face must be worn by every player while in the on-deck circle, when at bat, and while on the bases, with the exception of Varsity, which may wear batting helmets that cover the top of the head and the side of the face which faces the pitcher. When in the field as a defensive player, team caps must be worn.
-- 4. The catcher must wear all protective gear: mask, chest protector, shin guards, protective cup, skull cap (catchers helmet) and throat guard, which will be checked by the umpire. Protective cup is not required in T-Ball. Catchers mitt is optional in T-Ball and Midget D.
-- 5. All bat boys/girls will wear full use batting helmets when their team is at bat.
-- 6. Any player not returning his uniform to his manager or sponsor by November 1st. of the same year, will not be eligible to play ball on any SSJBA team until the uniform is returned, paid for, or sponsor is satisfied.
-- 7. Only the following Official Baseballs are approved for league play in the Association:
-- -- a. T-Ball: Incrediball Soft-Touch Pro, Incrediball Soft-Touch, Champro Safe-T-Soft CBB-60
-- -- b. Midget D: Ball to be supplied by SSJBA
-- -- c. Midget C and B: Wilson #A1074, #A1030; Rawlings #LLB, 80CC, RO A/N, RPB4; McGregor V79C; Spalding #REACH 0, 3012 and 6080.
-- -- d. Midget A and Junior: Wilson #A1010, #A1030; Rawlings 80CC, RO A/N; McGregor V79C; Spalding #REACH 0 and 6080.
-- -- e. Varsity: Wilson #A1010; Rawlings 80CC, RO A/N; Spalding #REACH 0.
-- 8. Use of aluminum bats and all other bats approved by the American League Rule Book is permissible. The legal bat specifications for Midget D shall be the same as specified in the American League Rule Book (2-3/4 inch diameter). In T-Ball and in Midget D, T-Ball bats will be allowed. In divisions Midget C or above (older), T-Ball bats will not be allowed, nor will any bat be allowed where all markings have been removed.
D. Practice Field Maintenance
-- 1. Each manager (managers sharing the same practice field) shall be responsible for maintenance of his own practice field and shall keep it in playing order at all times.
RULE 3 - MEMBERSHIP
A. Membership Fee
-- 1. Membership in the SSJBA is on a family participation basis and the fee will be set by the SSJBA Board of Directors each year.
B. Registrations
-- 1. Registration of players shall be ended May 15 for divisions T-Ball thru Midget A. Junior and Varsity Divisions shall not register any player after July 1st. unless otherwise approved by the SSJBA Board.
-- 2. Late Registration Fees: T-Ball thru Midget B, any player registered after draft date shall be responsible for a late registration fee as set by the SSJBA Board of Directors. For Junior and Varsity Divisions the registration fee will be the full registration fee. There will be NO prorating of registration fees allowed in any division.
C. Contact Requirements
-- 1. Before being eligible to play, each player poarticipating in the SSJBA program must have a contract:
-- -- a. Signed with own signature.
-- -- b. Signed by a parent or guardian.
-- -- c. Signed by the designated Association official.
-- -- d. Accompanied with a birth certificate (unless previously certified). Affidavit from school records or baptismal record will be accepted if no birth certificate is available. Age certification may be by Division Head, any member of the Board of Directors or any person designated by the Board of Directors.
-- -- e. Accompanied with fee or proof of payment (except fopr bat boy).
-- -- f. Placed on file with the Association Secretary or in the hands of the Officer of the Day at C-K. In either case, the players fee money must accompany the contract.
-- 2. Each day league games are to be played at C-K, an Officer of the Day will be on duty. He will be responsible for all league functions during his assignment tour, including receiving contracts and money and delivering then to the Association Secretary. The name of the officer of the day will be posted at the concession stand and daily at Clark-Ketterman.
-- 3. Anyone under a pro baseball contract as of January 1, is ineligible to play in SSJBA for that calendar year.
-- -- a. Burden of proof rests with the player.
D. New Members
-- 1. Teams allowed in the Association from outside normal SSJBA boundaries shall agree in writing to abide by all appropriate SSJBA rules before admission as Members of the Association. Refer to rule 3C.
E. Insurance
-- 1. Each player, manager, coach, bat person and umpire shall be insured against injuries in accordance with the terms of SSJBAs group insurance program.
F. Each player shall a signed Medical Release by either his/her guardian (who shall assume full responsibility) or by a certified medical representative before he/she will be allowed to compete in SSJBA. This league strongly suggests that each player undergo a complete physical prior to his/her participation in SSJBA.

2001 Rule and Schedule Changes
The SSJBA Rules were designed to maintain an environment where everyone contracted to play should be given the opportunity to play. These are the rule changes:
To extend mandatory play to all divisions.
To make the EH mandatory in younger divisions (C & B), and give older divisions the option of either an EH or a DH (A & Jr.).
We streamlined the Special Playing Rules Section to condense the rule book and clarify any ambiguity.
-- Rules used exclusively in a particular division were written under that division.
-- Rules used in varying divisions were written under special playing rules and referred to the original rule under that division, i.e., 6 Run Rule, written out under Special Rules and under each division it will state, 6 Run Rule (7., B., 1.) and refer back to the written rule within the Special Playing Rules section.
To require the coaches to maintain their own pitching logs (to be provided by league), keeping them prepared, updated and ready to view at any game, thus maintaining the restrictions on the number of innings a child can pitch. Ineligible pitchers will become less possible if the information is known before each game, thus eliminating forfeitures.
To allow teams to call up SSJBA players from a lower division to avoid forfeits and reschedules.
