| According to the CSIS report THE Y2K CRISIS: A GLOBAL TICKING TIME BOMB? , "The year 2000 computer crisis is threatening the very underpinnings of our strong economy". "It is not a question of one thing going wrong but tens of thousands of things going awry", says Arnaud de Borchgrave. Bradley Belt noted that "the bottom line is that many mission critical systems in the public and private sectors inemitably will not be year 2000 compliant" At the CSIS conference in June 1998, Senator Robert Bennett said "the world as a whole is almost doomed to have major problems because other countries are way behind us-however badly prepared we are-in their thinking and planing for Y2K". | According to information put out by the FDIC (Federal Deposit Insurance Corp.) "The year 2000 date change can affect any system that uses computer software programs or computer chips, including automated equipment and machinery" The FDIC says that "computor chips store calendar dates as two-digit rather than four-digit numbers". The FDIC warns that "This approach will work untill the year 2000 when the '00' may read as 1900 instead of 2000". "As part of the planning process, banks and savings associations are establishing contingency plans that will provide for alternative methods of doing business, if needed". The FDIC also reports that "some other dates may affect some systems". What does the FDIC say to do? "you may want to start keeping records of banking transactions made a few months before January 1, 2000, and beyond". |

| According to Roleigh Martin, a software engineer consultant, "The embedded system Year 2000 problem with core infrastructures concerns equipment with embedded control devices used by utilities that will operate improperly (causing equipment failure or worse) after the turn of the century, or in some cases after 1/1/1999 or even other dates". "As long as the experts refuse to discuss their preperations and the inspection remedy, and fallback measures being taken-if any, I am seriously concerned.
