IT'S ONLY MONEY:
The Center for Responsive Politics
is about to unveil a comprehensive
political-donation database
at its Web site, www.opensecrets.org,
with figures going back 10 years.
Visitors will be able to see,
for instance, that pharmaceuticals
companies have roughly doubled
their giving to both parties since 1992
-- from $4.9 million to $10.2 million
so far this year.
(The site shows Pfizer Inc.
and Bristol-Myers Squibb Co.
virtually in a dead heat
at the top of the pack, giving
$1.39 million and $1.37 million, respectively.)
Meanwhile, donations from oil and gas
companies have been up and down over
time but are still twice as high this year
as pharmaceuticals companies -- $19.7 million so far.

showing 30% of California Nursing Homes a
re killing the patients and/or causing serious harm
only 3% are giving care meeting state and federal standards
and 67% fail to meet state and federal standards,

I have attached

I have permission for you

I deal with advocates in about 30 different states.
I have been in nursing homes in six different states.
I have concluded that California is the worst in the country.
I believe the politicians in Washington,
the bureaucrats at HCFA
and the politicians on the take in California
are most frighten about what is happening in California,
because there has been no follow up
from HCFA, GAO, Grassley, California AG
or our wonderfully corrupt California Governor
and as I mentioned to you before
California has done absolutely nothing
since the GAO Report was released.

I have insiders at DHS and a former Director of DHS
who are willing to talk about Governor Davis
and California Attorney General Lockyer
having no intentions of aggressively
going after these nursing homes.
Yesterday I was told California AG stated,
"We'll do a few cases to appear
we are turning the corner but I do not want
to aggressively pursue these nursing home cases.
Could it be the money to Lockyer who has accepted over $50,000
in Contributions from CAHF????? I
am sending you the coverage of KPIX Channel 5.
Look at Lockyer and listen to his BS
Corporate lawyering indeed.
How stupid is this guy, he can't even lie good.
Also Governor Gray Davis called the California head of DHS
Brenda Klutz to his office to tell her
she is doing a wonderful job.

It was Brenda Klutz that was quoted in Time Magazine
stating that maggots are good for bedsores.

I called the office of the attorney general
then Dan Lungren, wrote them telling them if the maggots
were being used as a treatment for the bedsore,
all treatments requires a doctors order.
I request a copy of that order since
I had turned in the complaint of the maggots.
Also last year, same facility, another
case of maggots in a bed sore.
No deficiencies or citations were issued by
Department of Health Services Licensing and Certification
director Brenda Klutz.

I will have to e-mail you two additional messages
to send more pictures.
If I try to do in one, the file will be to big.

extended periods in their urine and feces,
and had failed to take strong action
against an employee who sexually
abused patients,
Santa Clara County Deputy District Attorney Randy Hey has
filed criminal charges against Guardian."




On November 5, 1999, a movie 'The Insider"
staring Al Pacino will air.
It is a movie about the Tobacco Industry
and the billions of tax dollars spent
by our government, our insurance companies
and citizen tax payers to treat
the negative health out come, caused by smoking.
For years our elected
representatives in Washington knew
about the enormous medical cost to the
tax payers for this very addictive, injurious habit.
For years these
elected politicians who were put into office
to protect we the people,
took
millions in campaign contribution
from this industry and turned their
heads
to the great rip off of the American Tax Payers.

This movie, we could change the word
tobacco to nursing homes and it
would be the same. The nursing home industry,
the payoffs to our politicians
and the cost to us tax payers is a parallel
to the tobacco industry. Please,

and the selling out of our politicians
to those with the most money,

NEWS FROM APE

The General Accounting Office (GAO),
the investigative arm of Congress, has
found that several states may face Y2K Medicaid disruptions.
These states may face disruptions in their
Medicaid programs at the beginning of 2000 because
they do not have adequate Medicaid systems
or emergency backup plans,
according to a GAO report released Oct. 6.

They singled out Delaware, New Hampshire,
New Mexico, Ohio, Oklahoma,
Tennessee, and Vermont as being at "at significant risk."
We don't know
whether other states may be having trouble as well.

Medicaid advocates in those states
(and others not singled out) may want to
find out what is being done to resolve problems
and whether contingency plans
are adequate to protect beneficiaries
if Medicaid computer systems fail.

States May Experience Y2K Medicaid Problems
Y2K could cause problems both for
Medicaid beneficiaries who must prove their
eligibility for coverage and for healthcare institutions
that rely on Medicaid
payments. A June 15, 1999 report
from the Office of Management and Budget
shows that only three states have completed
Medicaid Y2K preparations. States
must prepare two Medicaid computer systems:
one that processes claims from
providers and another that determines
and tracks consumers'
Medicaideligibility. Many states,
according to the June report, do not expect to have
their Medicaid systems compliant
until September or later.

The Center for Y2K and Society says that
consumer advocates have an important
role to play in asking states about
their contingency plans for processing
Medicaid eligibility and claims
if computer systems fail. For more information

Nursing Home Owners and Advocates Working Together
To Keep Nursing Home Residents Safe

The nation's foremost advocacy group, NCCNHR,
and the nation's largest lobby group for nursing home owners, AHCA,
have taken a stand in supporting
the nursing home residents' right to camera surveillance

Contemporary Long Term Care,
the foremost nursing home industry publication,
in its Nov 1999 issue quotes Sarah Burger,
executive director for
the National Citizens' Coalition for Nursing Home Reform, (NCCNHR):

"Camera surveillance is an option for people
who feel something is wrong they can't put their finger on"

The American Health Care Association
agrees to this right according
to a joint statement issued to providers
and published
in the Illinois Health Care Publication of November 12, l999:

"If residents and families
feel more secure with a camera in a patient's room,
they should ask the facility for help in installing one"

Given the very vulnerable state of the residents,
the astronomical staff turnover rate in nursing homes,
and the shortstaffing,
it is not possible for the nursing home owners
to keep all the residents safe,
no matter how good their intentions.

Although nothing can replace adequate supervision ,
this option will help create an atmosphere of trust
between the industry and the consumer.
Abuse is perpetrated by a very small segment of nursing home workers.
The vast majority of nursing home staff
is very hard working and very dedicated
in - spite of the insufficient pay.
Persons with bizarre behaviors
will stay away from facilities with this option,
and the public may no longer prefer to die
than to end up in a nursing home as
30% of those currently polled do.

Abuse is often perpetrated by one resident against another.

We would like to see AHCA come out with
an even stronger voice on this issue.
Customer satisfaction is the goal of every business.
They are in a position to help eliminate
the fears of the nursing home consumers
and they should do so.
