MISSOURI LAWS REGARDING POLITICAL PARTY ORGANIZATION
(RPMO is attached to these laws via CONSTITUTION AND BY LAWS, Article II, Section 3, adopted 1997 and revised 1999)


STATE COMMITTEE CONSISTS OF
MALE AND FEMALE REPRESENTATIVES
FROM ORGANIZED STATE SENATORIAL DISTRICT RPMO
COMMITTEES

On the third Sat. after the August, 2000 primary the State Senate Dist. RPMO Central Committees were supposed to meet and elect officers. 115.621.3

and

On the third Sat. after the third Tuesday in November the State Senate
Dist. RPMO Central Committees had to meet again and elect the male
and female representatives to the State Committee 115.621.3

STATE SENATORIAL DISTRICT CENTRAL COMMITTEE FOR
A PARTY CONSISTS OF THE CHAIR AND VICE CHAIR OF
THE COUNTY COMMITTEES WITHIN THE DISTRICTS
(with some exceptions for major cities) 115.616.3 (see also sub section 4 and 5)

COUNTY COMMITTEES ARE GOVERNED BY 115.613-115.617

On the third Tuesday of August the county committeemen and county committeewoman elected at the August primary were to meet and organize. WITHOUT THAT ORGANIZATION the chain of events leading to SEATING ON THE STATE COMMITTEE is BROKEN.

The chain cannot be broken for individuals to be seated as members of the state committee. Vacancies are to be filled only pursuant to the By Laws Article II, Section 9 and 115.617 RsMo. Nothing provides for self appointees or the previous state committee to appoint people to the state committee.


The only member of the Al Capone Roberts gang, who did follow this process was Dennis
Carriger and he then threw a fit because he lost his bid to be elected Chair and then
Vice Chair and formed a NEW PARTY on his own abandoning the real RPMO. Alternate Cary Wells had been elected committeeman, but failed to organize his county and notify the election authority and failed to go through the next steps to be on the state committee. In fact, Roberts pretended to steal the state committee seat Wells later claimed was his.
