This card was first released (red-cheek Pikachu with 1999 Nintendo copyright) at the 1999 "Electronic Entertainment Expo" (E3) convention held in Los Angeles (May '99). Later, this card appeared (yellow-cheek Pikachu with no 1999 in Nintendo's copyright) in "Nintendo Power" magazine's September '99 issue with a much larger distribution.
