The storyline takes place after Ash, Misty and Pikachu meets Tracy and
learn about the Orange Islands...for a summary of the episode read
below...

As the wandering blimp crash-lands on an apparently deserted island. But, after walking for a few hours, Ash, Misty and Pikachu discover that the island is not quite as deserted as they first thought. They are discovered by a group of tourists who are enchanted by just how cute Pikachu and Togepi are. After taking a series of photos, the tourists tell the young travelers that they are on Tangelo Island.

Soon, Ash and Misty enter Pokémon Park: the very first Pokémon vacation destination! The beachside town is full of friendly vacationers. This is not the case on the beach where a trio of punks is teasing a Lapras. Ash tells them to stop bothering the poor Pokémon, but all he does is annoy them. They decide that it?s time for a fight and they send their Spearow, Beedrill, and Hitmonchan after Pallet Town?s best trainer.

Suddenly, a dark-haired boy steps into the middle of the fray. He observes and measures each of the punks? Pokémon, remarking how poorly they look. When he sees Pikachu, though, he gets excited. Examining the little guy, the dark haired boy asks Ash if he can measure Pikachu?s electric charge.

Meanwhile, the punks don?t like being ignored. They restart their attack, but Pikachu?s thundershock flattens them all.

With the punks gone, Ash, Misty and the dark-haired boy turn their attention to the sick Lapras. They take the creature to the Pokémon center, where they learn that the Lapras is an infant who has been separated from its parents.

The dark haired boy introduces himself. His name is Tracy and he?s a Pokémon Watcher. Watchers wander the countryside observing Pokémon in the wild. When Tracy hears that Ash and Misty know Professor Oak, he volunteers to join them in their travels. (All Watchers recognize that Professor Oak knows more about Pokémon than anybody else in the world. By joining Ash and Misty, Tracy hopes to one day meet the old Pokémon expert).

While at the Pokémon center, Ash learns about the Orange Crew, a group of trainers spread across the Orange Archipelago. They are all part of the Orange League. Ash decides to call Professor Oak and ask if he can compete in the Orange League before he delivers the GS Pokéball.
Professor Oak grants his permission and wishes Ash luck.

Later, as Ash and his friends try to help the Lapras learn to like people and get healthy, Team Rocket appears. They kidnap the Lapras in a truck. Now Ash has several tough tasks ahead of him. He must rescue the Lapras and return it to its family; deliver the GS Pokéball to Professor Oak; and compete in a brand new Pokémon League. However you look at it, Ash has plenty of adventures awaiting him.
