PBS Tier 4 International Students


The following information is about the UK's new points based system, which has not been fully implemented yet. It is possible that information may change shortly.

Tier 4 Visas

The United Kingdom's points based system includes a Tier 4 for international students which started in March 2009 with full implementation expected in August 2009.

Students coming to the UK under a Tier 4 visa will require a university or other qualified UK educational institution to sponsor them. They will also need to score enough points to be accepted as an international student in the UK. 40 points will be required and 30 points will be awarded for Confirmation of Acceptance of Studies (CAS)from the provider and 10 points for the Maintenance and Funds Test which means students will need to show that they have sufficient funds to pay for the first year of fees plus an additional £9,600 for living expenses. A further £535 per month for each dependant will also be required. The CAS is expected to be fully electronic in the Autumn of 2009 until when paper based offers will be accepted.

A visa will not be issued for studies below NVQ 3. A visa will be issued for study at one institution only, if you wish to change your place of study you will require a new visa.

The right of appeal against refusal of a visa has been replaced by an Administrative Review by the entry clearance manager at the Embassy.

The current system grants visas for an initial period of one year, which may or may not change under the tiered system. In the past students have been allowed to work for 20 hours per week in term time and 40 hours during holidays.

Tier 4 for international students commenced in March 2009 and only courses that starterd before March 2009 will be dealt with outside of Tier 4.

International students also have special immigration options available to them upon graduation under the new points based system. Once a student graduates from an eligible UK educational institution, they can apply for a Tier 1 visa under the Post-Study Work category. This will allow international graduates to remain in the UK for two years. When they have completed their period of Post Study Work they can apply for a different category or Tier if they wish to do so.

As currently all students or researchers will only be granted a student visa if the educational establishment is listed in the UK's Department for Innovation, Universities and Skills Register of Education and Training Providers which can be viewed at http://wwww.dfes.gov.uk/providersregister If the establishment is not listed a visa will not be issued.

In order to avoid the spread of technology concerning weapons of mass destruction students or researchers at doctorate or master level in certain sensitive fields may have to apply for the Academic Technology Approval Scheme (ATAS) before they can apply for a visa.
