There are many rules for this RPG. First, only CGMs can answer WPs. You can't answer your own WPs either. You also cannot give away Pokemon that you own, but you can trade or sell them. If he trade is not fair, like a Mewtwo for a Caterpie, I will not let the trade happen.
Gyms: Only eight Gyms will be allowed and each Gym will have its own set of rules. But, each gym must have atleast one leader. You can have up to four leaders though. A desireable number is two. Each gym must have its own site. Each gym must charge people money to join and to leave. Gyms are the places that sell Potions and stuff at their own prices. Gyms also need to have a certain type of Pokemon or theme. Noah and Jason's gym's theme are the elements. Other themes can be fire, electricity, etc. Gyms also can give away a Pokemon when people join, but I must approve for you to give away that Pokemon. Another important thing is that you must design a badge to give away to those who beat you.
WP Rules: No one can do a Cycling Road WP without a bike. And no one can go to the Flying City without a motercycle or helicopter. Safari Zone WPs cost $500 for five WPs and you have unlimited Safari Balls. Do not even try to find a wild Pikalu ao Houou in the wild because they can only be found in the Flying City. Also, Wild Pokemon can poison or do other things to your Pokemon and in that case, you have to say you went to the Pokecenter to heal your Pokemon. This costs $50 every time. Your Pokemon does not need to go to the Pokecenter if it faints, it will heal by the next battle. Follow all these rules.

TO BATTLE:
For each level, a pokemon has 10 Hp (example, Level 5 weedle has 50 HP) and there are basic, advanced, and super moves. (example, basic:bubble, advanced:water gun, super:hydro pump) and basics do between 5-10 Hp, advanceds do between 11-25 Hp, and Supers...26-70 Hp. If you attack a pokemon with it's weakness, that attack does 2x the amount of Hp it would do noramlly. If it has a resistance to that pokemon then it does half of how much the attack did.
