There are tons of Rumors on how to get Pikablu.One is beat the elite four 4 times then WALK to bill`s house and he should have 3 eggs.Then you choose 1.1 is Pikablu,another is the god version of Onix,and the other the god version of aerodactl.To hatch the egg,take it to a pokemon center and it will hatch.It might only work for the red version because my friend has red and he says he has pikablu and thinks it might only work for red.He might be fibbing,though.

Yet another way to get pikablu:

Teach a snorlax surf,and surf up and down of the sides of cinnabar island 20 times and then go to the safari Zone and eventually you should fight a Pikablu or Togepy.Not sure if it works.

Yet another way to get Pikablu:

this works only on the blue version.Catch a Raichu ( Make sure that you have a place for him in your line-up before you catch him.It will say do you want to give a nickname to RAICHU? say yes and name him Pikablu.Then give him Rare Candy and he should evolve into Pikablu.
