A controversy developed at the February 1 council meeting regarding councilwoman,Gail Minnick's, website being listed on the Government cable access channel 12 and on the City's website. The names, phone numbers and e-mail addresses of our city Officials are listed; however, Mrs. Minnick maintains a website regarding city business and chooses to list it as well. The Administration has created a new policy stating, "In an effort to avoid controversial issues with web-sites, personal addresses, phone numbers and/or e-mail addresses are the only forms of contact methods to be used by City employees. No web-pages will be permitted as a form of contact method." Apparently the Administration has created this policy to prevent the residents from being truly informed about issues that affect their daily lives.
The Administration further states it is inappropriate to have direct links to commercial websites. Mrs. Minnick's website is neither personal nor commercial. It is a free, easy-to-maintain site supported by advertisers. These small ads ( for flowers, long distance carriers, etc. ) must be clicked on to view the content. Mrs. Minnick lists a disclaimer that states, "I do not endorse any of the advertisers listed on this site but they do make this free site possible." It is my opinion that the Administration feels threatened by Mrs. Minnick's openness and are denying her her First Amendment rights guaranteed by the United States Constitution.
Is Mayor Hill's "View From The Hill," which appears in the Press & Light, to be considered an endorsement of each and every advertiser listed in the paper?
This new policy appears to be another attempt by the Hill Administration to keep the community uninformed. How much information has been given by the Administration regarding eminent domain of Q-panel's property and the resulting lawsuit? Minnick posts contracts and in-depth facts on her website. Consider the excessive number of unnecessary emergency ordinances passed by the Democratic majority of council last year. Remember the purchase of seven acres of land on Chestnut Ridge Rd. for $100,000? The City has no idea what they will do with the land. Another example is Mr. Sweeney's surprise resignation, Mr. Zirzow's appointment as Safety Service Director (his resume was never given to council), and Mr. Swindig's appointment as Council President--all unknown to certain council members. Hill even bypassed council and leased a '98 Ford Taurus--taxpayer money at work! Emergency legislation deprives taxpayers information and input and should only be used in real emergencies.
To date, the five Democrats on council have voted "yes" on every issue the Mayor has proposed. Council, the legislative branch, was not meant to be a rubber stamp for the Administration. Where are the checks and balances? Since Hill got her "team" there arent any!Our government is supposed to be "Of the People, By the People and For the People." What is our mayor afraid of or what is she trying to hide? The truth is out there, but unless a person knows Mrs. Minnick's website exists, they won't know to ask for the address...a means of keeping residents accurately informed will be silenced and will hamper making an intelligent decision on election day.
Sincerely,
Jeffrey M. Madisen
