Traffic considerations

1. Alignment of Atlantic Ave. with the existing Stoney Ridge Rd. and Stone Creek Dr. is desirable due to the potential for signalization in the future. The alignment of Street "D" and Mildred Ave. on Avon Belden Rd. is not critical since this location is not identified for future signalization. The resulting offset intersection should be separated by a distance of 125 ft. to maximize capacity and safety as a stop controlled intersection.

2. Future extension of Street "F" would enable a connection to Avon-Belden Rd. at a location that may support the construction of a traffic signal in the future. Lots 206 through 209 would need to be reconfigured to allow the future connection.

3. In the absence of a traffic impact study, lots should be prohibited within 250 ft. of major intersections (Atlantic Ave. at Stoney Ridge Rd. and at Avon Belden Rd.) to avoid conflicts between traffic entering and exiting the subdivision and cars backing out from private driveways. Therefore, lots 1, 248, 250, 251, 415, 416, and 417 should be removed from the plan.

4. A median should be constructed on Atlantic Ave. to restrict the Harbor Dr. intersection to be right-in/right-out (RIRP) operation. Development of an eastbound left turn lane on Atlantic Ave. would be adversely affected by the Harbor Dr. intersection without the presence of a raised median.

5. The bump out of the curb line as proposed on Streets "C", "F", and "P" does not meet any roadway design standards and should not be allowed. Roadway alignment as well as the corresponding edge of pavement should meet minimum horizontal and vertical design criteria established by the ODOT L&D manual or AASHTO green book. The horizontal curvature of Atlantic Ave. should meet minimum design criteria for 30 mph; the design speed for all other streets should not be less than 25 mph.

6. Medians near intersections create alignment problems with left turn and through vehicles on the opposite side of a four-leg intersection. Both major intersections at Avon Belden Rd. and Stoney Ridge Rd. provide opportunities to align with public streets or future access points. Medians at these major intersections therefore are discouraged unless adequate width is provided.

7. Traffic calming techniques such as a speed table should be considered to slow traffic on Street "D" as this link provides a direct connection between Avon Belden Rd. and Stoney Ridge Rd. Speed tables are raised, flat-topped pavement that is long enough for the entire wheelbase of a passenger car to rest on top. Speed tables are typically 3-4" high, 22 ft. long (in the direction of travel), consisting of 6 ft. ramps at each end and a 10 ft. flat top and a design speed of 25 - 30 mph. Their primary purpose is to reduce speeds.

This treatment on Street "D" would balance the boulevard design suggested on Atlantic Ave.
