CHAPTER 1240.02 PURPOSES:

This Zoning Code is enacted to preserve and promote the public health, convenience, morals, safety, comfort, prosperity and general welfare, and for the following more particular specified purposes:

a. To protect the character and stability of residential, commercial, industrial and recreational areas within the City, and to promote the orderly development of such areas;

b. To avoid undue concentrations of population and to lessen congestion on the streets;

c. To facilitate the adequate but economical provision of public improvements;

d. To regulate the location, height and bulk of buildings and the use of buildings and land within the City; and

e. To guide and regulate future growth and development of the City for the benefit of its citizens. (Ord. 335-66. Passed 7-5-77)

1240.03 INTERPRETATION; APPLICATION; CONFLICTS

In interpreting and applying the provisions of this Zoning Code, they shall be held to be the minimum requirements for the promotion of the public health, safety or general welfare. Where this Zoning Code imposes greater restrictions upon the use of a building or land or upon the height, bulk or size of a building or structure, or requires larger open spaces than are imposed or required by other ordinances, rules, regulations or permits, or by easements, covemants or agreements, the provisions of this Zoning Code shall govern.
