Use Basil the Batlord's Parts
In Circuit Mode, beat Basil the Batlord's Circuit in 2nd or 3rd. Then play Johnny Thunder's Circuit and come in 1rst. Go to the Build Mode. Enter your name and driver's license as normal. Select Johnny Thunder's chassis and go to Quick Build. Go to Quick Build again and you'll see fire on the back of the car. Go to Build and press B until all of the parts are off of the chassis. Then you should be able to select Basil the Batlord's parts.

*DO NOT exit the Build Mode until you are done building your car*
