If you have Max and Kanbei, this is for you:
Use max to pump out tanks, and kanbei to produce 2 infantry, and lots of land power units. (make sure to take full advantage of his moral boost)
capture the airports up north of kanbei and max's HQ's. (let me tell you, there are no words for how important those airports are!)
now build up cash to buy 1 bomber for kanbei and 2 bombers for max. buy 1 fighter with anybody, and then send in a ton of transport copters to help box in the infantry you hopefully have at sturms hq. if sturm has meteor strike almost ready to be used, keep your infantry in a transport copter till after his special is used
Alright, I've heard some people complaining about no one posting anything about how to win with max and sami. (as well you should)
But heres how to win.
I know you've heard about this one: pump out mechs and infantry with sami, and capture that airport! It is key to winning. The same thing with Max, capture the base, and let andy capture the airport above max. Its key! Andy gets enough money to purchase about 2 or 3 bombers.
I know its not much, but let me tell you, those tips are critical to winning. Good luck!
I know it's difficult to follow the day by day strategy guide because there's always a random factor of what Sturm would do. At any rate, the following a general strategy of what I do:
Andy should build mechs and tanks. Max should build small tanks and medium tanks. Sami should build small tanks in the beginning and build fighters once she has the airport. Don't bother buildling artillery, missiles, or rockets. They are slow in movement and will never reach Sturm's blockade in time. Don't build bombers because they are expensive and are easily countered by Sturm's anti-airs and fighters.
Stage I(Day 1-4):
Destroy Sturm's air force, especially the bombers and b-copters. Secure Andy's cities to the south bank by putting medium tanks on them (don't worry if you can't capture them.) Keep building mechs with Andy until he has 5 mechs or so. Protect Andy's units by placing them on bases or cities and by surrounding them with mechs. Don't worry if some of Sturm's troops sneak pass your own blockade. Andy can easily deal with them using mechs later on. March Sami's and Max's troops as fast as possible. Sami should concentrate on capturing cities because she will need the money in building fighters later.
Don't let the meteor strike on Andy's tanks.
Stage II(Day 4-9):
Once Andy has secured the south bank he can start producing tanks instead of mechs. Penetrate Sturm's blockade with Max's northern troops. Max will only need 2 good infantry at all time for capturing cities. Build a tank with Max every turn. Once Max has upper factory he can start building medium tanks. Let Max do the dirty jobs at front-line. Sami will continue to capture airport, factory, and cities (including Andy's). Start building fighters from Sami's airport once she has it. Andy and Max will need Sami's air support as they penetrate Sturm's blockade.
Stage III(Day 8-):
Don't worry if you can't destroy all Sturm's medium tanks. You just need to blast an opening for Max's and Andy's troops to pass. Arrange the marching order carefully so they won't block each other. Put their troops here and there to make a "path" for upcoming reinforcement. Your goal is to occupy the factories so Sturm's won't build anything. At the same time Sami's fighter should arrive to counter Sturm's newly created air forces.
Stage IV(Day 10-):
Once you've occupied Sturm's factories victory is yours! Carefully wipe out Sturm's remaining troops to win.
A little bit more help for those who ares stuck.
if you have max and drake, heres a few tips:
*pump out anti-air and missles with drake
*build lots of tanks and about 5 MD tanks with max
*retreat andys forces and let andy capture the airport north of max
* try to get a bomber to andys HQ, and olbliterate whats over there.
* send in bombers to the hq to soften up sturms forces (make sure you sit on the bases)
*send in max's tanks and md tanks, and whatever airforce drakes managed to build up.

Okay, to all those who have Max and Drake:
*Max: Pump out tanks and MD tanks
* I stress this on all my TFB stragety. Let Andy capture the airport above Max! Andy earns enough money to buy a bomber every 2/3 days.
* Use Drake as a distraction from the meteor strike
* One more thing! Destroy the MD tank on the HQ and the two anti-air guns. Bring at least 3 bombers and a fighter over. sit on the bases. Now: Capture the HQ! Once you start the capturing process, sturm will build stuff to take out the aircraft, not the guy capturing the HQ. Send all ground forces north to distract bomber/ground fire.

Here's a general strategy for people who have Eagle, Sami, Grit or Max.
-First, the decoy strategy. Put a bunch of APCs in a corner using either Sami or Grit(ull get one of them prob.) Mix in one or two Md. Tanks and a missile. So, if he whacks u with meteor he hits here. However, note that if you are about to kick his ass, he will drop on the strategic make or break position. Once that happens, get ure Md. Tanks moving up, at that point, the tide of battle shud be turning.
-Second, u need to sacrifice units once in a while. If u see a bomber near the bridges, and its protected by missiles, and the only unit u have is a fighter, sacrifice it! That bomber cud really mess up ure offenisve.
-Push through using every CO resource u got(more on that later), u need to get Md.Tanks in to hold bases. Md. Tanks can sit on their bases, and deny them the ability to rebuild.
Sami-The battle at the bridge is difficult to win if u havent captured any cities there. Unfortunately, they keep getting hit. So, Sami can take care of that problem. If u are on his side of the river, same thing, take cities away from him. Every city is money for him, and thats his only advantage besides meteor. Double Time may seem worthless, but u can use it to bring infantry down from the mountains, onto cities in a single turn. As u can see, Sami is a capture helper. As a result, shell have most money, so build lots of Mds. or bombers.
Max-Normally, have ANdy driving up the front with Md.Tanks. If u have Max, tho, send in Mds, and AAs, his AAs can kill a bomber with one attack. Once u have a strong presence, Max Force can really drive u in.
Grit-HIs missile units, if placed behind the bridges, can cut up sturms bomber and copter attacks. His rockets and artillery, also are very handy in choke points. Remember, in a choke point, only a limited number of units can attack! Snipe attack can also turn the tide and open things up for ure 3rd character(Grit and Max always goes 2nd)
Eagle-My personal favorite for any situation. Use him to also get an offensive going. His fighters give u air superiority, and send up lots of B copters. His power tho, is the best part. Attacking twice means u can drive in with a force of B copters, bombers, and Md.Tanks, and start holding bases in a single turn.
Drake and Grit! Im now going to share pretty much exactly what I did.
Have Drake capture the base and airport up north by Day 5/6. Also, move 1 MD tank over to help out and retreat all of andys forces except the 2 MD tanks. Rapidly produce mechs and keep your MD tanks on citys.
