Saffron City
There are a lot of things to do in this town. First off, I would go to the south eastern area, and go into Mr. Psychics house. He will a TM29. I would talk to what people you can, then go to the fighting dojo. This is a pathetic excuse for a gym. You don't get a badge for winning, but you do get your choice of a Hitmonlee or a Hitmonchan. Next comes the fun part. You now want to head towards the Silph building. This place is huge. Take Pokemon HQ, double it, and you will get this building. I am not going to talk about this place, but I will list the items. Note the fact that you need the Card Key to open some areas. 1st floor does not have anything. The 2nd floor has 750, 870, 1400, 1300, and a TM36. The 3rd floor has 340, a Hyper Potion, 1450, Gary, 2600(Gary), and a Lapras(Pokemon). The 4th floor has 840, 870, an Escape Rope, A Full Heal, a Max Revive, and 1650. The 5th floor has 1015, 1300, 990, 990, a Card Key, a TM09, and a Protein. The 6th floor has 1250, 870, 840, HP UP, and an X Accuracy. The 7th floor has 870, TM03, 870, 780, a Calcium, and 1450. The 8th floor has 780, 840, and 1450. The 9th floor has 840, 840, and 1400. The 10th floor has 1450, 990, a Carbos, a Rare Candy, and a TM26. The 11th, and final, floor has 750, 960, 4059(Giovanni), and a Master Ball. Once you defeat Giovanni, every team rocket member leaves Saffron City. This opens up a couple houses. You will want to go back to Celadon and buy a Poke Doll. Is your inventory getting full yet? In one of the newly opened up houses, in Saffron City, there is someone who mimicks you. If you give her a Poke Doll she will give you a TM31. After you do that, there is only one more place to go. You now need to head off towards the Physic Gym. In this place, which isn't that bad of a puzzle, you can find 330, 990, 1020, 1140 , 380, 340, 310, the MARSHEBADGE(Sabrina), 4257(Sabrina), and a TM46(Sabrina). If you do get lost, just keep going into the lower right transporters, they will lead you to Sabrina. After beating the Gym, you should be done with Saffron. Be sure to talk to everyone though. Note... The Master Ball is a Pokemon capturing ball that works 100% of the time. You do not want to use this on any Pokemon except for the very last one that you will see, MEWTWO. He is very hard to catch otherwise, and the other 'Hard' Pokemon can be captured with a low-life/sleep combination. Two paths now lie before you. Both are guarded by a Snorlax, which you will want to capture, and both lead to the same place. Route 12 If you didn't do so already, you want to start south of Lavender Town to defeat the trainers. In Route 12 you can find 770, 735, 945, 860(I think), and a TM39 located in a building. Those items I listed before, under the Lavender Town section. In order to go south, you need to defeat the Snorlax. Use the Poke Flute on him to wake him up. I suggest that you save it, and try to capture him using Great Balls and putting him to sleep. When this is accomplished you will have an open path to get to Fuchsia City. More items, south of the Snorlax but still in Route 12, are 725, a Super Rod, 580, 840, and an Iron. Once you get the HM03, you can get the TM16 that on the island. Using the Super Rod, you can fish, and capture a Goldeen, Tentacool, and Crabby. You can also capture a Gloom and a Venonat in the grassy area. If you use fly, or just walk for a long time, and go back to Pallet Town you can catch a Polywag.
Route 13
Route 13 is big, but basic. There are alot of trainers here, and some hidden items. Be sure to get 560, 725, 480, 540, 1890, 2030, 600, 650, 625, 700, 650, 560, and 725. You can also find a Calcium and a PP UP. The Calcium is hidden right of the post that tell you an item is hidden left of it. You just have to search the posts. You can find the PP UP at the end of a dead end that leads to a tree. It is by a bird trainer, although there are a lot of them, and is in the mid southern part of the fence maze. In the area of high grass, north of the two Beauties, you can capture a Ditto.
