Hawaii

As of May 4th, 1999 - Hawaii House Bill 32 passed final reading in both the senate and the House. The bill now goes to Gov. Cayetano for his expected signature sometime in June 1999. The vote passed in the Senate (13 to 11) and in the House, all but 3 members voted in favor of the bill.

The bill authorizes privately funded industrial hemp seed variety trials in Hawaii, once the state and DEA permits are issued.


Minnesota

Minnesota bill SF122 details procedures to legalize, research, and regulate industrial hemp production - the work of Sen Roger Moe (D-Norman).

When this bill is sent to the desk of Gov. Jesse Ventura, who was lobbying for industrial hemp back when he was still in wrestling, it will be interesting to see what he does under pressure from Washington.

North Dakota

On Saturday, April 17th, 1999 North Dakota's Governor Schafer signed HB 1428 legalizing industrial hemp by decreeing, "any person in this state may plant, grow, harvest, possess, process, sell, and buy industrial hemp."

On April 12th, 1999 North Dakota's Senate passed industrial hemp bill HB 1428 by a landslide vote of 44-3. The week before, the House passed the bill by 86-7. The Commissioner of Agriculture will now be developing regulations needed to implement the law which allows North Dakota farmers to legally grow industrial hemp. The DEA now must address the system of regulating industrial hemp in the U.S.


Oregon

The industrial hemp bill sponsored by Rep. Floyd Prozanski (D-Eugene), has apparently been snubbed out.

If you live in Oregon, contact your the Oregon state senate and House and tell them you support the legalization of hemp in you state and in the United States.


Vermont

Vermont Industrial Hemp Bill S.0011 is currently in the state Senate as of Jan 12th, 1999.


Virginia

In February an industrial hemp bill introduced by Delegate Mitchell van Yahres (D-Charlottesville) was adopted by the legislature's House Committee on Rules by a vote of 79-23, and is now headed for the state Senate.

The bill calls for experimental hemp cultivation projects at state universities, and resolves that the state of Virginia should apply for membership in the North American Industrial Hemp Council (NAIHC).



**Reminder - Even with state approval, hemp growers would still need permits from the DEA, which so far has resisted.
