Plot summary: Heero intercepts Wing Zero in space and my, how it's changed! It now truly earns it's name: it has wings, complete with feathers, and appears to "fly" (i.e. flaps its wings) through space. (See Things I Missed below for comments.)

Down on Earth, Relena is once more staring out of a window (damn, she does that a lot!) saying, "Heero" when the Presidential Palace where she is being held is lowered down into the ground, becoming a sort of bunker. Mariemeia shows up and says that while history up until the present has been nothing but cycles of war and peace, when she becomes ruler, all that will change.

Wu Fei is awaiting Heero in space above the earth, and remembers arguing with his clan's matriarch, Ron Shirin. She tells him that the Federation/Alliance has decided to destroy their colony because it is old and decaying. They won't be evacuating citizens first. Ron Shirin believes that, since the colony will be destroyed anyway, it would be better to use the colony in Operation Meteor than to let the Alliance destroy them. So L5 was the colony that was planned to be dropped on Earth. Wu Fei bitterly disagrees with this plan, but he is one person against the entire Long Clan who have united behind Ron Shirin.

Altron confronts Zero, Wu Fei saying that he won't let Heero get to Earth. He tells Heero, "I just want to know if peace based on sacrifice is truly just" and he states that, in his opinion, killing the leaders of the last war didn't change Earth at all. He tells Heero that he is willing to become evil to make that change.

Duo wakes up in the jail cell and easily escapes to the hangar where Trowa has a shuttle waiting. Now on board, Duo makes a crack about how nice it would have been to get Trowa's help only to find out Trowa wasn't waiting for him, but for Sally who has secured the safety of the colony citizens. The three take off and plan to rendezvous with the satellite carrying the gundams.

Heero and Wu Fei are still fighting. Heero tells Wu Fei that his fighting only makes earlier sacrifices less meaningful, but Wu Fei claims to be fighting for all the soldiers in the war, "for all those who were used as weapons." He asks Heero, "Aren't we fulfilled only when we fight? We can only find the meaning of our existance on a battlefield." At this point Heero realizes that Wu Fei is still wrapped up in what happened at the end of the Eve Wars. He tells Wu Fei that Treize is gone, but the Chinese pilot insists that he is still fighting him.

Down on Earth, Zechs and Noin are fighting off Mariemeia's mobile suit troops near the Presidential Palace in Brussels. Zechs tells Noin that he is waiting for the people who love peace to come and that if Mariemeia's troops are aloud to take control, a tragedy like his life will certainly happen all over again. Then he sighs and says that she doesn't have to stay, but she reiterates he statement from the end of the television series, that she wants to stay by his side.

Heero and Wu Fei have entered the atmosphere and are close to Earth but still fighting. Wu Fei claims that Relena was wrong. That noone brings about peace by "taking away the weapons and locking up all the soldiers." Heero, however, tries to point out that the entire war, with all it's blood and chaos and injustice, will happen all over again if Mariemeia comes to power this way. He asks Wu Fei how long they'll have to go on killing, and killing innocents to boot. Wu Fei has no answer as he watches Zero plunge into the ocean.

At this point, Wu Fei remembers witnessing the destruction of his entire colony by its own citizens, and he remembers himself screaming in grief and outrage as it happened. He says to himself, "It will all happen again?"

Quatre, Trowa, and Duo, now in their own restored gundams, head out together for Earth, Watching the battle on television is an old man and his granddaughter. He thinks to himself that there are not enough ordinary people willing to stand up to Mariemeia. Please note that this is a crucial element to the last battle.

Noin and Zechs have been fighting for hours on their own and are close to being overwhelmed by the huge number of troops against them. Just then, however, the Quatre show's up. He tells the two of them that they're incredible because they took down dozens of mobile suits and yet all the pilots escaped unharmed. In an incredibly cool entrance, Duo arrives in D-Hell Custom, followed by Trowa in Heavyarms which does several flips as it arrives. The people in the city, watching all of this on a huge television screen are amazed that the gundams are there.

Dekim is also amazed and more than a little irritated by it, but Mariemeia reminds him that the gundams can't get into the bunker. Relena murmurs something about running away and then grabs the PA system and announces that "peace is not something that someone gives to you," before she's cut off. Again , the people outside in the streets react, amazed that Relena, the Queen of the World was addressing them. The begin to converge on the site of the bunker.

The mobile suit fight is still going on and Zechs tells the pilots to retreat. Noin agrees, saying they'll die meaningless deaths if they stay there but the pilots refuse. Trowa remarks that the soldiers of Mariemeia are just like the gundam pilots used to be, because Dekim is manipulating them, too. Duo agrees, as does Quatre that they should keep on fighting.

Eventually, the gundams begin to run out of ammunition and are on the verge of considering self-destruction as the only means left to fight back, when out of the blue Wing Zero appears (I guess Heero got over his brooding under the ocean and has decided to join the fight.) He blasts the bunker with his buster rifle once, then twice. Dekim tells him that Relena is in there and he seems to hesitate for a moment, but then he has a vision of the little girl, the puppy named Mary, the ruined apartment building and the puppy's corpse and hits the bunker a final time. As he does so, Wing Zero seems to disintegrate in a large explosion.

Une appears out of nowhere inside the bunker and shield Mariemeia and Relena as debris falls. Wu Fei shows up outside the bunker and stands in Altron behind the people who have gathered and have started to shout that they don't want war and will protect their peace. As he watches this, Wu Fei says to himself that he can leave the battlefield now. At last he says, "Sayonara, Treize." Zechs, too is watching the crowd of people and he makes the comment, "This way I won't have to give up hope again."

Dekim refuses to accept defeat. He tell Mariemeia to take her place at the head of the World Nation. Somewhat dazed, she walks toward him murmuring, "I will fulfill my father's will." Une steps in front of her, ready to slap some sense into her, but Relena intervenes - and slaps her instead. o.O;; She tells the girl that now she knows fear and she should be willing to accept her mistakes. Dekim's had enough of Relena and turns a gun on her, but as he shoots, Mariemeia runs in front of Relena and takes the bullet. Dekim boasts that he can replace her easily. Une points her gun at him, but suddenly he is shot from behind by one of Mariemeia's soldiers, who says, "I've excuted the traitor."

Near death, Mariemeia lies on the floor and tells Relena she was wrong and apologizes. Just at that moment, however, Heero shows up from God knows where and aims his gun at her. She doesn't resist, but instead thanks him. He pulls the trigger but there are no bullets. He murmurs, "I killed Mariemeia. I won't kill anyone anymore..." and collapses to the floor. Relena runs over to catch him as he falls and Une orders Mariemeia be taken to a hospital.

For the epilogue, we see dawn coming up outside a large city. Deathscythe-Hell Custom, Sandrock, and Heavyarms are destroyed as Duo, Quatre, and Trowa look on.

Wu Fei destroys Altron on his own, saying "Nataku, rest in peace." But Sally is also there. She tells Wu Fei that Noin and Zechs have disappeared somewhere and then asks him to work with her as a Preventer. He agrees.

Zechs and Noin are aboard a ship heading to Mars, apparently tackling a Martian terraforming project. Noin says it'll be difficult and Zechs responds, "It's something Relena wants to do. It's bound to be rash. That's why someone who's already dead has to do it.

We hear a voice over that says, "In the history that followed, weapons called mobile suits, including gundams, never appeared again."

As the credits roll there are a few extra, "What happened to whom" scenes. Une and Mariemeia (in a wheelchair) visit Treize's grave. Duo is atop a pile of scrap and Hilde appears to be working for him. Trowa returns to the circus and Cathrine. Quatre is on some ship, reunited with all of the Manguanacs.

Finally we see Relena giving a speech before a large audience. Heero watches her from high up in the wings of the building, for a moment, and then he's gone.
