Police cars are faster and able to catch almost anything in the game, making chases more enjoyable.

Smarter Ped A.I. (If you plow into someone's nice car, for instance, they sometimes get pissed and run you off the road, drag you out of the car, pull a gun, shoot you, or just stand there and scream obscenely.)

Other gang members will now try to "steal" your girlfriends from you, harass you on a date, and more
