The minor file on Millard Filmore Bolar and the Civil War pension files on William H. Bolar, John Franklin Rigney and the widows pension file of Amanda Stroud Bolar Rigney each have a different reference number, HOWEVER, at the National Archives, they were all in the file of John Franklin Rigney. The information on the three overlap somewhat, I have tried however to split them up so that the information would be a little easier to find and read.

Application of Guardian of Minor Children
In Order to Obtain Army Pension, Act July 14, 1862

State of Kentucky
County of Lincoln SS

On this 11th day of August AD, one thousand eight hundred and 76, personally appered before the Clerk of the Lincoln Co. Ct, John F Rigney a resident of Highland in the County of Lincoln, and State of Kentucky, aged thirty four, who, being duly sworn according to law, doth on oath make the following Declaration as Guardian of the minor child of W.H. Bolar late Captain Co "C" 19 KY Inft Vols, deceased, in order to obtain the benefits of the provision made by the Acts of Congress approved July 14, 1862, granting Pensions to minor children, under sixteen years of age, of deceased Officers and Soliders; that he is the guardian of Millard F. Bolar, whose father was a Captain in Company C, commanded by Captain (left blank), in the 19th Regiment of KY. Vol. Inf. KY commanded by Colonel W.J. Sandrarm(?) in the war of 1861; and that the said W.H. Bolar died in Lincoln Co., KY on the 10 day of November in the year AD 1866; that his death was caused by Phthisis Puliuoualis (?) contracted in the army; that the mother of the child aforesaid, remarried on the 11th day of February AD 1869 and that date of birth of his said ward as follows, Dec 30, 1860.
He further declares that he or his ward have not in any manner been engaged in, or aided or abetted the rebellion in the United States, but have always been true and loyal to the Government of the United States; and he hereby authorizes and empowers C.D. Peurnelaker(??), his attorney, to prosecute this claim, and to receive and receipt for any certificate or draft that may be issued for the same.

Affidavit of Witnesses
Also personally appeared H.P. Young and N.H. Bourne(?), residents of Highland County of Lincoln, State of Kentucky, persons whom I certify to be respectable and entitled to credit, and who being by me duly sworn, say that were present and saw John F. Rigney sign his name to the foregoing declaration; that they are well acquainted with the applicant, and the child of the said W.H. Bolar under sixteen years of age at his decease, is as follows: Millard F. Bolar born Dec 30th 1860, That the mother of the said child remarried on the 11th day of February AD 1869 that the parents of said child were married at Pulaski Co., Kentucky on the 29th day of Mar, AD 1860; that said guardian and child have not in any way been engaged in, or aided or abetted the rebellion, but have always been true and loyal to the Government of the United Statesl That they are able to state the foregoing facts from the following circumstances: That we have lived in the same neighborhood ever since the 1st marriage.

This day John F. Rigney came into court and asked to be appointed guardian of Millard F. Bolar, a minor: Where Whom the Court doth hereby appoint said John F. Rigney Guardian of said Millard F. Rigney took in open court the oath required by law and he, with J.S.Young, his surity, executed a bond with ? conditions to the Commonwealth of Kentucky, which the Court approved.

In the matter of claim of John F. Rigney for pension as guardian minor of W.H. Bolar.
Personally came before me, a Justice of the Peace for Lincoln Co in and for aforesaid County and State, of KY H.P. Young, aged 51 years and Nancy Young, aged 57 years citizen of the Town of Highland, County of Lincoln, State of Kentucky, well known to me to be reputable and entitled to credit, and who, being duly sworn, declare in relation to aforesaid case, as follows:
That they were personally acquainted with Capt W.H. Boar decd, late Captain 19 Ky. Inf. and know that prior to his his death, the said W.H. Bolar suffered from consumption, and affiants were present at death of said Bolar which accured on the 10 day of November 1866 and that his death was caused by phthisi(?) pulmanalis(?), which affiant believe to have resulted from exposure while in the army.

I H.P. Young one of the witnesses was at the house of W.H. Bolar on the night of his death but am not certin that I was in his room at the time of his departure of this life.

They further declare that they have no interest in said case, and am not concerned in it's prosecution, and am not related to said applicant.

On this 16th day of October AD one thousand eight hundred and Seventy Eight, personally appeard before the clerk of the Co. Court, John F. Rigney a resident of Highland, in the County of Lincoln, and State of Kentucky, aged 36 years, who, being duly sworn according to law, doth on oath make the following Declaration as Guardian of the minor child of William H. Boler decd - late Capt. Co. "C" 19th Kentucky Vol. Infantry, deceased, in order to obtain the benefits of the provison made by the Act of Congress approved July 14, 1862, granting Pensions to minor children, under sixteen years of age, of deceased Officers and Soldiers; that he is the guardin of Millard F. Boler whose father was a Captain in Company C, commanded by Col Landuern(?), in the 19 Regiment of Kentucky Inf Vols commaded by Colonel Lauduern(?), in the war of 1861; and that the said William H. Boler died at Home on the 10 day of November in the year AD 1866; that his death was caused by Phthisis, Contracted in the Military service; that the mother of the child aforesaid remarried as follows: December 30th, 1860 He also declares that his said ward is his step-son. He further declares that the parents of said-ward were married at Adam's Mills KY on the 29 day of March, in the year eighteen hundred and sixty, by W.F. Camden, JP.
He also declares the he or his ward have not in any manner been engaged in, or aided or abetted the rebellion in the United States, but have always been true and loyal to the Government of the United States; and be here by, authorizes and empowers C.D. Pennbaker Wash, DC to prosecute this claim, and to receive and receipt for any certificate or draft that may be issued for the same.

Baugh, residents of Highland County of Lincoln, State of Kentucky, persons whom I certify to be respectable and entitled in credit, and who being by me duly sworn, say that were present and saw John F. Rigney sign his name to foregoing declaration; that they are well acquainted with the applicant, and the child of the said Wm H. Boler, andknow them to be the identical persons represented, and that they have no interest in the prosecution of this claim; that the name and age of the child of Wm H. Boler under sixteen years of age at his decease is follows:
Millard F. Boler born Dec 30, 1860 who is the only child as aforesaid. That the mother of the said child remarried on the 11 day of February AD 1869; that the parents of said child were married at Adams Mills, KY on the 29 day of March, AD 1860; that said guardian and child have not in any way been engaged in, or aided or abetted the rebellion, but have always been true and loyal to the Government of the United States. That they are able to state the foregoing facts from the following circumstances: They have lived near neighbors to the claimant and his wife, who was the widow of W.H. Bolar, for many years, and are intimatly acquainted with them.
