The affiants, H.B. Phillips and Alice Phillips, state that they are each citizens and residents of Monticello, Wayne County Kentucky, that the affiant, H.L. Phillips is sixty one years of age, and the affiant Alice Phillips is fifty nine years of age, and that they each are personally acquainted with the claimant Sallie Rigney, widow of late Joab Rigney, dec'd, and that they each have known her from her youth and before her first marriage to William Simpson, in all something like fifty years; that the said Sallie Rigney was first married to William Simpson and lived with him as his wife until his death which occurred about the month of March 1869, that the said William Simpson died in Monticello, Kentucky and that the affiants were each at his funeral; and that the affiant, H.L. Phillips saw his remains after death and sat up with the remains the night before his burial; that the said Sallie Rigney was not married to any other person until her marriage to Joab Rigney which occurred on the 26th of June, 1873; that the affiant, Alice Phillips, was present at this marriage and that affiant, H.L. Phillips, says that he
does not remember to have seen them married but he remembers the occasion and knows that they lived together as man and wife from that time until his death; that neither of the affiants have any interest in the prosecution of this claim.

In the claim of Sallie Rigney, widow of Joab Rigney. On this 17 day of June 1910, personally appered before me a Notary Public within and for the county and State aforesaid John G. Watson aged 74 years and John M. Godby aged 71 years both of Bethelridge County of Casey State of Ky after being by me duly sworn makes the following statements that they have been well and personally aquainted with soldier Joab Rigney for about 60 years and 55 years respectfully, that soldier died on or about the 22 day of April, 1910. that they were at soldiers funeral, that soldier was not married before he married Sallie Simpson. That they have been acquainted with claimant Sallie Rigney from the time her and Soldiers marriage up to Soldiers death, which is about 37 years, that claimant and Soldier lived together from their marriage up to the death of Soldier that claimant has not remarried since death of Soldier that affiants makes these statements from their personal knowledge by their being together and near neighbors all their lives that they and soldier were members of the same G.A.R. post. That affiants Post Office address is Bethelridge County of Casey State of Ky that they are not interested in the prosecution of this claim.

Dear Sir: Sallie Rigney of Joyce
KY. holding pension certificate no. 705,914 "group 2" allowing her a pension at the rate of twenty dollars per month, to commence June 28, 1916, and to continue during her widowhood, passed away July 13, 1917 at 9 P.M. She had been helpless for a few years, and totally so during the last 8 or 9 months in which George Russell and family has cared for and nursed her day and night for the meager sum of $8.00 per week. She had made a will of her property, giving him a part of property and balance of money, if any to further remmerate his services. She selected me (W.P. Martin Bethelridge, KY.)
as the executor of her will, which I have probated and taken an inventory, finding that there will not be enough money to pay
off the expenses and items of the will, among which is a balance to J.F. Godbey for burial expenses, to Phelan Vist, same to Doc W.T. Garner three visits $2.50 each. Reb. Reuben Todd $5.00 for conducting funeral to her nurse George Russell $16.00 for two weeks (unpaid) services, who also needs to be reimbursed as he took the care of her partly, at least, through sympathy. I am not interested in the matter of pension farther then my sympathy for justice, since it could not come into my hands on commission but I am willing to assist in showing up the justice of the above objects for distribution.
Please advice what can be done in the case.

Martin, aged 59 years, a resident of Bethelridge, County of Casey, State of Kentucky, who, being duly sworn according to law, makes the following declarationin order to obtain reimbursement from the accrued pension for expense paid (or obligation incurred) in the last sickness and burial of Sallie Rigney decease, who was a pensioner of the united States by certificate No. 705.914, on account of the service of Joab Rigney in First Sergeant Co. D. 13th Regiment Kentucky Cavalry, that pension was last paid to May 4th, 1917.
