NOTE: there are missing pages here, so I begin the transcription from the top of the two pages which are present.

..... rolls and of obtaining a new Pension certificate such as she may be entitled to under existing laws. Reference being made to the Pension Office to substantiate her original claim.

And she hereby appoints C.S. Bundy, Esq. of Washington, D.C. her true and only lawful attorney to prosecute in her name the said claim and to receive the Pension Certificate for her, and I certify that the contents of the foregoing was read over by me in the presence and hearing of the applicant and that she fully understood what she was signing. NOTE: What looks like two full sentences are too pale on the copy to read but there is Nancy Rigney (x) her mark in this part.

Also personally appeared (a name here to pale to read) and Noah Rigney resident of Carroll County, Virginia, persons whom I certify to be respectable and entitled to credit who beikng by me duly sworn say that they were present and saw Mrs. Nancy Rikgney make oath and subscribe to the foregoing declaration and they further swear that they are and have been well acquainted with the said Mrs. Nancy Rigney for (this is very pale-but appears to be the word ten) years last past. That they have read over the foregoing application signed by her and swear that the statements therein made are severally and altogether true, except that as to her age which we believe to be true. And they further swear that they have no interest in the prosecution of this claim and they further swear that the said Nancy Rigney still remains the widow of Isham Rigney, never having been married since his death.

To: Hon. J.H.Barrett, Commissioner of Pensions

Dear Sir,
On the 9th of August 1866, we filed the claim of Mrs. Nancy Rigney widow of Isham Rigney, a Revolutionary Pensioner-for Restoration to the Pension Rolls.

We have never received any acknowledgement of its receipt nor any actions of the Department in relation thereto.

The old lady seems ambitious to live long enough to get back onto the pension rolls, but she is getting discouraged.

Will the commissioner have the kindness to cause this claim to be reported.

WIDOW'S CLAIM TO FIVE YEARS HALF PAY
Act of 16, April 1816 and 3rd Feb. 1853
STATE OF VIRGINIA
COUNTY OF CARROLL
On this 15 day of March, A.D. 1854, personally appeared before me a Justice of the Peace within and for the county and State aforesaid, Nancy Rigney aged 63 years, a resident of CARROLL County, in the state of VIRGINIA, who being duly sworn according to law, declares that she is a widow of ISHAM RIGNEY, deceased, who was a private in the company of JAMES HOGE in the Regiment of Virginia Militia commanded by (blank) in the war with Great Britain of "1812". That her said husband vounteered in MONTGOMERY COUNTY, VIRGINIA on or about the 16th day of July, A.D., 1814, for the term of six months and died at Norfolk, Virginia on the 14th day of January 1815, as will appear by the muster rolls of said company. She further states that she was married to the said ISHAM RIGNEY in MONTGOMERY COUNTY, VIRINIA on the twenty second day of December A.D., 1808, by one Robert Jones, a Baptist Minister, and that her name before marriage was NANCY HOWELL, that her said husband died at Norfolk, Virginia on the 14th day of January 1815, that she is still a widow; and she further declares that she had by her said husband THREE children, and the following is now living, viz: JINCY and ANDREW RIGNEY.

She makes this declaration for the purpose of obtaining the half pay, to which she may be entitled under the acts of Congress of 16 April 1816 and 3rd Feb 1853, never having rec'd half pay under said acts. She hereby revokes all powers of attorney or papers heretofore executed by her, and appoints H. Hogan Helfer her attorney to receive and receipt for the same.
