JEMS 1 is basically a county-wide primary EMS channel. Some counties have central dispatch for ALS and BLS on this channel, and others have variations of this (ALS dispatch only, BLS only, no primary dispatch at all, etc.). This channel is typically used by, but not limited to, the EMS Commander and the EMS Staging Officer and in the ICS.

JEMS 2, the HEAR channel, is used for hospital notification and communication by the ambulances. It is also used by ALS for medical control, and the EMS Transport Officer in the ICS, to communicate with hospitals and central dispatch.

JEMS 3 is used for interagency mutual-aid, secondary dispatch, and tactical operations. This channel is typically used by, but not limited to, the EMS Treatment Officer in the ICS.

JEMS 4 is used for inter-service mutual aid and coordination and tactical operations. The JEMS 4 frequency is the same as SPEN 4, and is in many fire service radios as well. This channel is typically used by the balance of the ICS officers, EMS /Fire / PD / otherwise.

JEMS 5 doesn't really exist, but some areas have added a channel and nicknamed it JEMS 5. This channel is usually for secondary dispatch or tactical communications, but is different from one place to another.

All statewide JEMS channels are carrier squelch, but some agencies use CTCSS or DCS tones/codes on them for local use. Most of the time, these tones/codes are the same as on that county's JEMS 1.

JEMS 2 is just a small part of the JEMS statewide EMS radio plan. In NJ as well as much of the continental US, JEMS 2, or the Hospital Emergency Ambulance Radio (HEAR) channel, is on 155.3400 MHz. It is on this frequency that ambulances give a patient report to the destination hospital. Since all the hospitals are listening to the one frequency, there needs to be some means for hospitals to squelch out the unnecessary traffic. In NJ, this is done through DTMF tones, dialed by the ambulance. Below is a list of the 4 digit DTMF tones for all hospitals in Central and Northern NJ.

Some hospitals or counties may use a different system, especially in urban areas. Sometimes ambulances won't transmit a report depending on the circumstances. Also remember that paramedics must use some way of contacting their physician (usually over the Med channels), and they may have the physician telephone the destination hospital.

JEMS 2 is also used by ALS for medical control, and for disaster management, often for the treatment/transport officer to communicate with receiving hospitals.
