The community development initiative of FODRA was first started in Pratap Nagar(a low-income unauthorised cluster in north-east Delhi) during the year 1996 with a futuristic strategy of gradually expanding its activities to adjoining low-income clusters and starting its need based activities in other locations of Delhi. Based on lessons and experiences gained on urban poverty, only recently it has started another womens employment generation initiative among the women of few slum clusters in Yamuna Pusta(on bank of river Yamuna) in collaboration with Delhi Police.
FODRA is also interested to work with all like minded individuals and non-governmental/ governmental organisations anywhere in India to undertake joint issue based development projects. We strongly believe in local level partnership based on the lessons learnt from the partnership experiment during 1995-98 with a local non-governmental organisation in Mathura district of Uttar Pradesh. This 4 year duration partnership project was implemented successfully by FODRA by promoting more 80 village based savings and credit self help groups in 118 villages of Mathura district and credit linkages from Small Industries Development bank of India to womens self help groups through the local NGO for rural micro enterprise development among poor women. FODRA is in touch with a established NGO of district Nainital to plan and undertake a womens economic empowerment action project among the poor women in Himalayan Hills.

Lacking an education and job skills, thousands of rural poor are migrating to Delhi each year in search of a better life. Finding slums already to their full capacity and no space for making new makeshift housing arrangements, some of these migrants have established several illegal low-income colonies by purchasing a piece land in the semi-urban/ outskirts of Delhi bordering Uttar Pradesh. Since the clusters have been developed with out the official approval of local administration, the area has been neglected in all respect for a such a long-time. There are no municipality drinking water connections, common toilet facilities and electricity even for street lighting.
Although the families know that the shallow hand-pump water used by them is dangerous to their lives and will be infected with water-born diseases, they find no other alternate options then using water drawn from shallow hand-pumps for both drinking and cooking purposes. Secondly, since the majority of families live hand to mouth, they can not even think of purchasing some more fuel to boil the water before using for drinking purposes. In spite of continuous awareness building exercise to reduce water born diseases by using chlorine tablets, the majority of families most preferably the children do not prefer accept the method due to its smell. In many cases, it has been found that the families can not afford to install their own hand-pumps and depend on their neighbors to take water for cooking, drinking, bathing and other consumption purposes. All most all hand-pumps are 50-60 feet depth which not fit for consumption purpose.
The families with an average family members of 7/8 are staying in very small partly constructed houses with unsanitary living conditions such as - majority families lack of individual toilets and sewage facilities. 1. SELF HELP GROUP DEVELOPMENT/WOMEN DEVELOPMENT PROJECT
During last quarter of 1996, the FODRA members started interacting with poor women of Pratap Nagar to promote savings and credit self help groups. The purpose of developing self-help groups has been - to inculcate monthly thrift habits, meeting the immediate credit need of needy members, channeling credit from the formal sources for starting their micro businesses. The outcome this savings and credit self-help programme has been quite encouraging and positive. The groups have their group bank accounts with the local commercial banks jointly operated by the two/three elected representatives of the respective groups. Both the SHGs have already started inter-loaning to its needy members for the purposes like - illness, repaying high interest debts, repairing of houses, starting a petty businesses, etc..
2. COMMUNITY BASED INCOME GENERATION PROJECT
FODRA had organised a soft toys making skill training cum entrepreneurship development program among 20 economically active women of these self-help groups in collaboration with National Bank for Agriculture and Rural Development(a national mainstream credit delivery institution for rural development in India) in August, 1998. Soon after the completion of the skill programme, 15 women of skill training programme joined together to establish a community soft-toys making production centre. FODRA is helping the producer women in running the centre and marketing the products produced by these women. All most all women are earning a reasonable amount each month with out disturbing their household and family responsibilities. FODRA is also escorting the producer group in ensuring product quality, business credit and marketing of products produced by the women. Few women, now, planning for starting their own units to produce soft-toys and sell their products in local market.
