The way you catch a Chocobo in FFVIII differs greatly from FFVII. You no longer capture them in battle but you must solve puzzels in the worlds many Chocobo forests.
Chocobo Forests are located all throughout the world. The can be distingushed from normal forests because they are small and dome shaped. Inside each forest you will find a kid named Chocoboy.
Chocoboy is very important to your quest in capturing a Chocobo. He sells you a ChocoSonar, and a ChocoZiner. You can have you Ziner stolen from you and you will have to buy a new one from Chocoboy.
To catch a Chocobo you have to solve a puzzel in the forest. Some puzzles are hard and others are very very easy. Once you solve the puzzle in the forest you can find a hidden item. If you find the item you will no longer have to solve the puzzel in that forest to catch a Chocobo there.

In each Chocobo Forest, the idea is to get only 1 Chicobo on the ground. Doing so will lure out the mother Chocobo. You use your ChocoSonar, by holding square, and find a spot where it goes nuts. Then switch to your ChocoZiner. Use the Ziner and if you have the right spot, a number of Chicobos will fall from the sky. If you fail to blow it in the right spot, your Ziner will get stolen and you have to buy a new one.
While solving the puzzles Chocoboy is always ready and willing to help you. Below are the options that you can choose from.

ChocoWhis Sales You can't catch a Chocobo without a ChocoWhis. The first one will cost you 1000 Gil. Any replacements wil cost 700 Gil.
Cost: 1000 Gil/700 Gil
Hints This is the most worthwhile service he provides. Chocoboy tells you the name of the forest you're currently in, and gives you a rather cryptic clue to help you solve the puzzle.
Cost: 100 Gil
Buy Gyshal Greens These Greens can be used in battle to summon a GF-like Chocobo. The Chocobo GF hits your opponents with a flare attack.
Cost: 600 Gil per Green
Questions For a pittance, the Chocoboy will answer questions about the ChocoWhis and about himself. This option won't assist you in catching a Chocobo, but it may prove useful if you're having trouble using your ChocoWhis.
Cost: 10 Gil
Help Me! The Chocoboy is willing to catch a Chocobo for you, but at a high cost. Only selet this option if you really need a Chocobo and you don't want to deal with the puzzles. You can't find the hidden items using this option, so you'll either have to solve the puzzle later or pay this fee again if you want another Chocobo later on in the game.
Cost: 1200 Gil


The Chocobo Forests
Below is a list of the forests, their locations, and Chocoboy's clue.

Intermediate Chocobo Forest
Location: North of Trabia Garden
Chocoboy's Clue: "Be careful where the Sonar reacts."

Easy Chocobo Forest
Location: At Sorbald Snowfield on Trabia's west coast, south of Shumi Village
Chocoboy's Clue: "You only need to blow the whistle twice"

Beginner Chocobo Forest
Location: Next to Shumi Village on Winter Island
Chocoboy's Clue: "Try to find a spot where only one falls down."

Challenging Chocobo Forest
Location: East of Edea's House, in the Lenown Plains on the Centra Continent
Chocoboy's Clue: "Chocobowling with 4 bottles, 1 ball."

Tricky Chocobo Forest
Location: On the Nectar Peninsula, along the east coast of the Centra continent, sough of Fisherman's Horizon
Chocoboy's Clue: "Search carefully where the Sonar reacts."

Expert Chocobo Forest
Location: On the south side of the Talle Mountains in southern Esthar
Chocoboy's Clue: "Collect on outer side, then go in."

The Chocobo Sanctuary
After solving all of the puzzles in all of the Chocobo Forests you can go to the Chocobo Sanctuary. The Chocobo Sanctuary is located north of Esthar in the Grandidi Forest. You will have to ride a Chocobo to the Sanctuary.
Start off at the Intermediate Chocobo Forest, north of Trabia Garden. Catch a Chocobo and ride it to the Trabia Heath Peninsula. You should notice a narrow passage of low water. Walk across this onto the Esthar continent.
From there, you can travel inland to the Chocobo Sanctuary. Once inside the Chocobos will do a little dance and you can get the Chicobo card from the Chicobo. You can also get some Gysahl Greens but 600 Gil will be stolen. After, Chocoboy will find a Chocobo for you to ride back.
