PREPARING FOR THE BATTLE
Firstly, you must have the Ragnarok. I would suggest fighting Ultima WEAPON in Disc IV.
GFs:
Squall: any GF with Auto-Haste
Irvine: Doomtrain (if you have it), any other GF with Auto-Haste
Quistis: any GF with Auto-Haste
SKILLS:
Everyone Auto-Haste
Squall: Attack, Magic, GF, Draw
Irvine: Attack, Magic, GF, Item
Quistis: Attack, Magic, GF, Item
MAGIC: Aura
EQUIPMENT:
Squall: Lion Heart
Irvine: Exeter
Quistis: Any weapon

FINDING ULTIMA WEAPON
To find Ultima WEAPON, you must have the Ragnarok. Head toward the very bottom-left corner of the World Map. Near that area, you should see what seems to be an oil rig in the water. Land on it.
In this area, which one of your members will suggest is a deep sea research center, head forward. In this room, there will be a large pillar of light in the center. Only approach it when the pillar dims. You might only be able to take one or two steps, but it's worth it. When you reach the pillar, a voice will call out to you and ask three questions. If you get them wrong, you will enter a battle with a Ruby Dragon and be asked the same question again. If you get it correct, you will fight a Ruby Dragon and be asked the next question. Here are the answers.

First Question: "So you wish to challenge me..."
First Answer: "It's not our will to fight."
Second Question: "Begging me for mercy?"
Second Answer: "Never."
Third Question: "Damned imbeciles. Why do you wish to fight?"
Third Answer: There is a hidden option below "None of your business." Select that option.

You will engage in a boss fight, Bahamut. After you defeat him handily with Lion Heart and Auto-Haste, you will enter the research center itself.

After the battle, you must return to the Conference Room of the Ragnarok. The party will discuss what they saw, and you may return to find a path in the room where once Bahamut dwelt.

If you use the suggested party of Squall, Irvine, and Quistis, you must use the following combinations of RSP to open the rooms.

First Room: 4 used automatically
Second Room: Use 2 units to open the door to Room 3.
Third Room: Use 4 to open the Steam Room by using the computer under the stairs. Enter the Steam Room to replenish 7 units. Use one unit to open the door to Room 4.
Fourth Room: Use one unit to open the door to Room 5.
Fifth Room: Spend one unit to open the door to Floor 6.
Sixth Room: Spend four units to open the door to the excavation site.

Once in the site, you will be greeted by extremely tough enemies. You have to work your way all the way to the bottom floor, where another machine awaits. Use your remaining 10 RSP to open the machine. Now, you hear a roar, and you engage in a battle with Ultima WEAPON.

THE BATTLE

ULTIMA WEAPON
HP: Lv1: 51,100 Lv100: 160,000
Attacks: Ultima, Light Pillar (Instant kill on one party member)

This guy is no pushover. During the first turn, have Irvine and Squall cast Aura on themselves, and have Quistis use a Holy War. The next turn, have Irvine cast Doomtrain and Squall draw Eden, while Quistis stands ready to renew the Holy War. After that, have Squall and Irvine continually pound the beast with Limit Breaks while Quistis is always ready to renew the Holy War. In a while, you will have won the battle and the most powerful GF in the game: Eden.

ALTERNATE STRATEGY

If you have Selphie at a high level, you can have her at 1 HP at the start of the battle, put the Battle Mode on Wait, and have Initiative on her. This way, you are capable of doing your Limit the first turn, and you are capable of getting a spell called "The End," which will kill anything in one hit. Simply use this on Ultima and you are set.

Eden is capable of doing 5-digit damage in one hit, one of two moves in the game that can do that. Fortunately, this is the stronger one. It has the longest animation of any attack in the game, giving you ample time to boost to 250. When you can boost to 250 with this GF, it should do around 20,000 dmg. Have fun.
