 You will start on Master Roshi's island. Go into his house and talk to Bulma. She will give you the Dragonball Radar. Use this to find Gohan. Talk to Krillin, and you will get the Turtle item, which evens out the defense and offense of one card. Talk to Master Roshi and get 40 gold coins. Leave the house. Goku's power level at this stage will be 416, and Piccolo's will be 408. Use the dragonball radar to find the island. Fly in that direction. Go up to the cave entrance, and train up to level 4. Do NOT use the blue and red magic card. Fly to the east, and you will find a house surrounded in tall rock piles. Go inside, and you will see popo surrounded by Saibamen. Defeat them and popo will give you an item called Gohan. DO NOT WASTE THIS ITEM. It is required to defeat Raditz. As soon as you are at level four and have the Gohan item, it'll be time to fight Raditz. As soon as the battle starts, use Gohan. Now start to fight. A lot of your attacks won't do much to Raditz, but when Raditz attacks Goku, Gohan will come and fly at Raditz from the back. In your next turn, the selection at the top of the list will not be attack. Select this and choose Goku. Select a move for Piccolo. Goku will grab Raditz from behind. On your next turn use Piccolo's Makkan Sappo(also known as Demon Ray and Special Beam Cannon). Goku and Raditz will both die.
