RE: ADC Prison Security
Dear Governor Huckabee,
I am taking the liberty to send an article I recently wrote in the aftermath of the Kenneth Williams escape and the death of two citizens as a result. My apologies for the print being so small but I had no control over how the copies were returned to me.
There is a serious problem with ADC security that runs far deeper than the isolated Williams incident - demonstrated by the three lead summaries of breaches of security in recent months or weeks. You may or may not be aware of them. There are many other and similar accounts to be given that served no particular purpose for this specific article.
Although the issues of security are not really any of my concern in a sense, I do hope that you will give some thought to what I said about the hoe squads and the utter waste of money and resources they represent. Throughout the ADC there are well trained and competent "security mindeded officers assigned to hoe squad duty that really should be assigned to general prison security - if for no reason other than to compensate for the poorly trained and otherwise incompetent guards on the general shifts.
You recently said that you wanted to see rehabilitation programs implemented so that the men and women who get out of prison have some reasonable chance to stay out and to become productive citizens. Williams apparently made good his escape because when he was here before, about the only training he received was how to process the slop from the kitchen. It left such an impression upon him that even while he was still in court being tried for his previous murder, he already knew how he would process the slop this time around. Tragic.
Stopping the hoe squads will not only provide sorely needed competent staff for general security, but will immediately make millions of dollars a year available for programs for inmates, including some minimal pay. It will stop the endless drain on the medical care provider that is compelled to waste as much as 70% of its own resources on inmates seeking to do no more than to get out of the asinine and barbaric work on the hoe squads. The man hours and resources also wasted just because of hoe squad related disciplinary problems, etc - adds up to another few hundred thousands of dollars of waste. Indeed, it is that very hoe squad mentality that keeps this prison system from attaining many of its goals and that in essence hides the real incompetence of much of the staff that still lingers from the Lockhart era.
I do also wish to say that although there are several significant inaccuracies, that the ADC has stated as facts to the media and the public by way of prison Spokeswoman Dina Tyler, an outright lie was spoken today that can easily be confirmed as such. On this evening's news, the report was given that the Boren family did not believe the ADC's latest account that Williams escaped in the slop wagon because articles of clothing he left at their residence had no stains and did not smell like they had been in slop. They are correct in reaching those conclusions.
In answer, Ms. Tyler stated that the slop here at Cummins was not the typical kind, but that slop here is comprised only of vegetables and water. The fact that the ADC found it necessary to so flagrantly lie about this truly does implicate everything else that allegedly shows how he escaped. Everything we are fed here goes into that slop - and believe me we know what kind of slop it is because we have to eat it. It seems like such a minor thing, really, but usually it is the small lies that expose the bigger ones.
