Magic use and responsibility

The training and use of magic is monitored all throughout the concordia region. Those individuals found worthy of training are taught in the various academies of magic which exist in each province. Once trained that mage then has a responsibility to serve his province in one facet or another, for the rest of their life. To insure this occures, all mages are fitted with a special bracelet that allows for both identification as a magic user, and tracking. This simple iron bracelt can't be taken off by physical means or by any known magic spell. When these spellcasters are needed, a magical summons is made by another wizard, ordering the mage to come to the aid of the province. Disregarding this summons is a serious offense, just short of treason. When this occurs, many times bounty hunters especially trained to hunt magic users, are sent out to bring these mages back. If the mage continues to ignore the summons, they will be termed a "renegaade", forgeiting their letal rights, as well as their lives. Now killing them is rewarded with gold and other treasure. Even though the only known magical institutions are controlled by the government, other mages are known to exist. These mages are also referred to as renegades, and if discovered, must immediately swear fidelity or suffer the consequences. Also, mages from other regions are not tolerated (unless under special circumstances such as diplomatic relations). When discovered, these wizards are likewise killed.
