Anyone who has taken out a U.S. Federal Housing Authority (FHA) or U.S. Department of Housing and Urban Development (HUD) mortgage purchased an insurance policy on the loan. This insurance policy helps keep the economy alive by giving people the credit to buy homes who would otherwise be declined. The policy is called a Mortgage Insurance Policy (MIP.)
When a mortgage is repaid, the borrower is entitled to a refund. FHA/HUD sends the borrower a postcard regarding the refund. Qiite often, however, this notification is ignored as "junk mail," gets lost in the mail, or the person has moved. The borrower never knows of the refund.
