TEXAS STATE SENATOR FRANK L. MADLA
Senator Frank Madla was raised in Helotes, Texas just outside of San Antonio. He recieved his BA in Government in 1959 and his MA in Government in 1963 from St. Mary's University in San Antonio. Early in his career Senator Madla spent ten years teaching junior high school. He is now a private consultant and part-time instructor at The University of the Incarnate Word.
Senator Madla has given the State of Texas 26 years of service as a member of the Texas Legislature. He served 20 years in the House of Representatives where he was an outspoken advocate for health care and educational issues. He is now in his fourth term as a senator. He is Chairman of the Senate Intergovernmental Relations Committee, Vice-Chairman of Senate Administration, Vice-Chairman of the Subcommittee on Technology and Business Growth and serves on Health Services and Economic Developement Committees. He also chaired the Interim Committee on Annexation. Along with his duties as a Senator he is chairman of the Hispanic Caucus.
Senator Madla has been honored repeatedly for his service to the state. He has received the Lifetime Achievement Award from the University of Texas at San Antonio Hispanic Research Center and has been named Texas Medicine's Best Legislators Award, the Texas Hospital Association's Advocacy Leadership Award, and Outstanding Legislators Award by Texas Police Chiefs Association.

TEXAS STATE SENATOR JUDITH ZAFFIRINI
Senator Judith Zaffirini (D-Laredo) represents the 21st Senatorial District. Elected in 1986 from a field of four Democrats and two Republicans, in 1996 she was re-elected with a 2-to-1 margin districtwide and a 3-to-1 margin in her hometown. This was her third landslide victory in which she carried all counties in the large and diverse district, something no one else has ever accomplished. Her county totals were as high as 92 percent in Starr County and 91 percent in Duval County.
The first border resident elected to represent District 21 in 20 years, Sen. Zaffirini is the first Hispanic woman senator in Texas to serve as President Pro Tempore of the Texas Senate and as Texas Governor for a Day. She is the senior senator from the border and for Bexar County. Lt. Gov. Bob Bullock re-appointed her to three consecutive terms as Chair of the Senate Health and Human Services Committee and to the Senate Committees on Finance and on Education and to the Appropriations Conference Committee. In 1999 Lt. Gov. Rick Perry appointed her Chair of the Senate Human Services Committee and a member of the Senate Committee on Education, the Subcommittee on Higher Education, and the Special Committee on Border Affairs.
The only senator with career-long 100 percent attendance and 100 percent voting records, Sen. Zaffirini has cast 22,259 consecutive votes during seven regular and 12 special sessions. She has sponsored and passed 356 bills and 43 substantive resolutions and co-sponsored and passed another 153 bills. Her legislative successes include passing bills to immunize all Texas children; fund a statewide system of emergency medical services and trauma centers; suspend the drivers licenses of drunk drivers; keep radioactive waste dump sites out of SD 21; stop the proliferation of colonias; restrict minors'access to tobacco; and reform Medicaid, indigent health care, welfare, nursing homes, adoption and child support.
Sen. Zaffirini has recieved more than 350 awards and honors for her legislative, public service and professional work. "Texas Monthly" named her one of the "10 Best Legislators" for 1997. She was named Texas Heroine and an Outstanding Legislator and Friend of Business by the Texas Chamber of Commerce; a Legislative Crime Fighter of the Year by the Greater Dallas Crime Commission; and a Paul Harris Fellow, 1998-99, by the Gateway Rotary, Laredo. The Texas Classroom Teachers Association named her Friend of Education; and the Marine Corps League honored her leadership, loyalty and patriotism. Numerous organizations have named her Legislator of the Year, including the Texas Parent Teacher Association; Texas Couseling Association; Texas Public Health Association; American Heart Association, Texas Chapter; and the Texas Alliance for the Mentally Ill. Her awards include the Children's Trust Fund of Texas Award, Texas Catholic Conference Award of Excellence, and the internationally prestigious Jose Maria Morelos y Pavon Medal of Merit.
Dr. Zaffirini, 53, is an award-winning communications specialist with 13 years of teaching experience, including at the college and university levels, and more than 20 years of public speaking experience. Through her business, Zaffirini Communications, she provides professional communication services, including consulting, workshops and seminars, one-on-one coaching and keynote addresses. A distinguished communicator, educator and leader, she holds bachelor of science, masters of arts and PhD degrees from the University of Texas at Austin, where she received a 3.9 grade-point average in each degree. The South Texas Press Association honored Sen. Zaffirini for her distinguished career in journalism and public service, and the Texas Public Relations Association awarded her Best of Texas for her Governor for a Day event in 1998 and her publication, "20 Dozen Tips for Better Communication and Leadership Skills" in 1999. The Texas Professional Communicators recognized her communications expertise repeatedly with national, state and local awards for her publications, speeches and public relations campaigns.
A lector at Blessed Sacrement Catholic Church, her professional memberships include the Texas Professional Communicators, the Texas Public Relations Association, the International Communication Association and the Association of Borderlands Scholars. Judith and Carlos Zaffirini have been married for 34 years and have a 17-year old son, Carlos Jr.
