Luna, Artemis, and Diana
These three are the guardian cats of three of the key senshi. Long ago, Luna and Artemis were the advisors to the throne, Queen Serenity. They offered guidence and support. When the Moon Kingdom was destroyed during Queen Beryl's attack, only the cats and the Queen Serenity survived. After sealing her kingdom in the Ginzuishou (Silver Imperium Crystal), Queen Serenity sent her advisors to Earth in the future with everyone else, for the purpose of activating the Sailor Senshi if Queen Beryl and her Nagaforce were to break free once more( for more info on this, check out the story.). Now, on Earth, the two cats are separated and eventually find their senshi and each other. Diana enters later, and is the daughter of Artemis and Luna(like you couldn't tell, right? Crescent Moon on her forehead, black + white = grey...). Now these cats have basically finished their instruction of the girls, so they act as guidence, consultation, and support.

Luna
Luna is the black guardian cat of the princess of the White Moon and future queen, Usagi. She also trained Usagi to be Sailor Moon. They first met when Usagi was running late for school(again). Some horrible little boys were picking on this black cat, and caught Usagi's eye. She dashed over and scared the kids away and checked on the poor cat, removing a bandage from it's head revealing a strange crescent moon. Then Usagi realized she was really late and ran off. At home Usagi was lying in bed, almost asleep, when the same black cat lept through her window. This cat started talking and introduced herself as Luna, and explained to Usagi that it was her destiny to protect the moon princess as Sailor Moon, fighter for love and justice. After that, Luna really had her work cut out for her, Usagi being a crybaby, klutz, and ditz when it came to her Sailor duties. When other senshi appeared, Luna trained them as well, but they didn't need quite as much attention as Usagi. But over time, she actually became responsible and took after herself in a fight. Now, Luna acts as support for Usagi and the other Sailor Senshi.

Artemis
Artemis is Minako's white cat. He was her guardian when she lived in England. There, he trained her to be the fighter of crime, Sailor V(for victory!), before the other girls even knew they were senshi. Sailor V became very popular as a sort of celebrity. Since it was revealed that Sailor Moon is the Moon Princess, she technically isn't the leader of the Sailor Senshi(however, I think she still leads them anyway), Sailor Venus is the leader of the senshi. Artemis was less understanding of Usagi's problems when Minako and he met up with the other girls, but after awhile he got more used to it. Now, as with Luna, Artemis offers guidence and support to the girls as opposed to further training.
*Okay, here's something odd, Artemis is the Greek goddess of the Moon. But Artemis is a boy cat. Heheh, get it? ...Okay, I'll shut up now.

Diana
Diana(yes, the Roman goddess of the Moon, I know..;)is ChibiUsa's companion since the disappearence of the Luna P(Luna Ball). Diana is also the daughter of Luna and Artemis. I don't believe she offers any guidence, I think she's just there as a friend, oh, and to be the cute pet, of course. It seems to me that Diana and ChibiUsa were just made for eachother, extremely cute, into pink, second generation moonie.....
Kitty Magic! (Powers 'n' such).
As far as I know, Luna is the only one with special powers. I've seen her do this "jump into the air and create a magical item by flipping" thing, and there's also the Luna Mind Meld(in the English version, of course) which can bring back a person's memories.
If anyone knows if Artemis or Diana have powers tell me. Thanx!!=^_^=

Here's something cool!
While Luna is the only kitty to have been transformed into a human anime-style (in the Sailormoon S movie) all three cats have a human form in the Sailormoon manga. Here are pictures of the cats in their taller forms.
