Answer: It is a celebration of the Kapampangan- Spanish naval victory over the Dutch in 1646 and which was credited to their prayers to the Virgin Mary (Our Lady of the Rosary). Because of this, the Philippines was not annexed to the Dutch Indonesian colony.
(On October 4, 1646, the crack Pampangueno contingent
of the Spanish army defeated the Dutch invaders that
had been for some forty years trying to snatch from
Spain her young colony. Many lives were lost on both
sides during those sea battles off the coast of
eastern Bataan, and in the end, the Pampanguenos who
considered the fight against the Dutch as their own,
emerged victorious. (If it were not for that, the
Philippines would have become a part of Dutch
Indonesia - something which perhaps may not have mattered
at all to some but still have changed the course of
what would have been history.) The Pampangueno fighters
ascribe their triumph to the Nuestra Senora Santissima
del Rosario who was the patron saint of their fleet, and
to whom they had been fervently praying during every battle
in Manila Bay for 8 months. Ever since then, since the 1650's
and to this day, both Manila and Pampanga have been
traditionally celebrating La Naval in the form of a
fiesta to celebrate that joyous victory over the
Dutch, and Our Lady of the Rosary to whom such victory
is attributed takes the limelight.)

The Spaniards that were deployed in the Philippine islands were just few in number, and so a widespread view had it that they could not have controlled the people there were it not for certain factors. One was the use of their "divide and conquer" strategy. Another was the conversion of the people into Catholics who were ultimately controlled by the faith and the fear of God instilled in them by the friars.
Among all ethnicities in the islands, the Kapampangans were the ones they seemed to trust the most. It could have been their bravery, their loyalty, their skill or their closeness to the capital that won the colonists' trust. They enlisted a great number of them into their army and trained them on warfare in such places as Ternate. Eventually, Kapampangans, notably the Macabebes, greatly outnumbered the Spanish rank and file. It became a popular saying then that 4 Spaniards meant "one Spaniard and 3 Kapampangans". (1 Spaniard + 3 Kapampangans = 4 Spaniards) One friar even dubbed the Kapampangans as the "Castilians among the Indios". And at one point the King of Spain praised them while reprimanding the governor-general for his apparent abusive attitude towards them, because they rendered so much service to his kingdom. So, it came to pass that Spain depended much on the Kapampangan warriors during most of the 328 years they ruled the islands. They were made to fight against the Portuguese, the Chinese, the British, the Moros - practically all invaders, and were used as well to quell uprisings at wherever they arose. For some forty years in the early 1600s the Dutch tried to drive away the Spaniards and occupy the new colony. Then on October 4, 1646, after 8 months of naval battles off the coast of Bataan, the crack Kapampangan contingent defeated them. They ascribed their victory to the Nuestra Senora del Rosario who was the patroness of their fleet. To this day, since 1650, this memorable victory is still celebrated with a fiesta both in Manila and in Pampanga and it is called "La Naval".

My daughter, Pam, passed her thesis defense with flying
colors. The chairman of the panel told the listeners
that her thesis defense was among the top 3 in all the
18 years he has been handling such a thing with other
professors at St Martin University. Graduation for an
M.A. degree is set on May 12, 2007.
July 22, 2008 Update: After her graduation she was hired
as a guidance counselor in one of the schools in the
Olympia School District, WA. She has just signed another
contract with the district.
